Additional Information: The City Council, with certain statutory exceptions, can only take action upon properly posted and listed agenda items. Any writings or documents given to a majority of City Council regarding any matter on this agenda that the City received after issuing the agenda packet are available for public inspection in the City Clerk's Office during normal business hours. Such documents may also be posted on the City's website at www.elsegundo.org and additional copies will be available at the City Council meeting. Failure to do so shall be a misdemeanor and punishable by a fine of $250. While all comments are welcome, the Brown Act does not allow City Council to take action on any item not on the agenda. Alternatively, discuss and take other action related to this item. FISCAL IMPACT: None. BACKGROUND: Investment Advisory Committee was established for the purpose of advising the City Treasurer and City Council on matters pertaining to the investment of the City's funds. The Arts and Culture Advisory Committee acts in an advisory capacity to City Council in matters related to arts and culture within the City of El Segundo. This include making recommendations to Council, potential development of an arts and culture master plan, involvement in selection of public art, event coordination and development of related public art programs. DISCUSSION: Investment Advisory is comprised of a 4-member committee; two are automatic appointments — (City Treasurer and Finance Director); the other two members (one of whom must be a resident of El Segundo) serve without compensation. Arts and Culture Advisory Committee: (Recreation, Parks and Library) is comprised of an 11-member committee, of whom must be residents or student based in El Segundo.
