How Members of the Public Can Observe and Provide Public Comments?
• Viewing and Public Comments will be via Zoom from a device of choice. Use
URL https://zoom.us/j/82282105187 and enter PIN: 763092 or visit www.zoom.us
on device of choice, click on "Join a Meeting" and enter meeting ID and PIN.
For Public Comments notify meeting host by raising your virtual hand (see hand
icon at bottom of screen) and you will be invited to speak. Your phone number
is captured by the Zoom software and is subject to the Public Records Act.
Dial *67 BEFORE dialing in to remain anonymous and if you do not wish for
your name to appear, use the drop -down menu and click on "rename" to
rename yourself "anonymous."
• Information captured by Zoom software will be considered public documents
subject to possible posting on the City's website and are subject to disclosure
under the Public Records Act.
Additional Information:
The City Council, with certain statutory exceptions, can only take action upon properly
posted and listed agenda items. Any writings or documents given to a majority of City
Council regarding any matter on this agenda that the City received after issuing the
agenda packet are available for public inspection in the City Clerk's Office during normal
business hours. Such documents may also be posted on the City's website at
www.eisggAgdo.organd additional copies will be available at the City Council meeting.
Unless otherwise noted in the agenda, the public can only comment on City -related
business that is within the jurisdiction of the City Council and/or items listed on the
agenda during the Public Communications portions of the Meeting. Additionally,
members of the public can comment on any Public Hearing item on the agenda during
the Public Hearing portion of such item. The time limit for comments is five (5) minutes
per person. Before speaking to the City Council, please state: your name, residence,
and organization/group you represent, if desired. Please respect the time limits.

CALL TO ORDER
PUBLIC COMMUNICATION — (Related to City Business Only — 5-minute limit per
person, 30-minute limit total Individuals who have received value of $50 or more to
communicate to the City Council on behalf of another, and employees speaking on
behalf of their employer, must so identify themselves prior to addressing City Council.
Failure to do so shall be a misdemeanor and punishable by a fine of $250. While all
comments are welcome, the Brown Act does not allow City Council to take action on
any item not on the agenda. City Council and/or City Manager will respond to comments
after Public Communications is closed.

1. Discuss previously interviewed Diversity, Equity, and Inclusion Committee (DEI)
applicants.
2. Announce appointments at the 6:00 p.m., February 7, 2023 City Council meeting if
any.
3. Alternatively, discuss other related items related to this item.
FISCAL IMPACT:
None.
BACKGROUND:
DEI was established July 21, 2020, for the purpose of advising the City Council on issues
of diversity, equity, and inclusion. This work includes examination of four key City areas
to produce a clear picture of the current practices, as well as the El Segundo community's
sentiments towards these practices. Upon finding areas for improvement, the DEI
Committee makes recommendations to City Council. The Committee is a standing
advisory committee that serves at the behest of the City Council. The four initial study
topics were as follows: 1) Public Safety (including a review of Police Department policies,
practices, training, and future directions), 2) Citywide Organization (including a review of
City government policies, practices, training, etc.) 3) Community At -large (including a
review of City demographic data, history, trends, etc.) 4) Local Economy (including a
review of private sector diversity policies, training, etc.)
DISCUSSION:
Diversity, Equity, and Inclusion Committee: (City Manager's Office Staff) is a 9-member
committee, comprised of community members who live, work, or attend high school in El
Segundo.

Committee: Term expires October 31, 2025.
