The shutdown of Engine 32 reduces the level of service to El Segundo residents and expanding businesses served by Engine 32. 2. Engine 32 is a paramedic assessment fire engine, which means it has paramedic capabilities and equipment. By shutting Engine 32 down it will reduce paramedic services. 3. The shutdown of Engine 32 causes a delayed response to a medical emergency due to no available units for a third call when experiencing overlapping incidents. This directly impacts survivability of individuals experiencing medical emergencies. 4. The shutdown of Engine 32 causes a delayed response, having to rely on the second fire engine from another city, which will increase property loss during a fire. 5. The shutdown of Engine 32 freezes one (1) captain vacant position (B-Shift) which will not be filled. The two remaining captains on Engine 32 (A and C shift) will be reassigned and if they are unable to report to duty due to sick, injury or time off, their position will not be filled. This changes the fire department staffing, reducing the number of firefighters from 14 to 13 on duty per day. 6. Engine 32 will not be staffed and will not be used to respond to any calls during this 6- month period. Fire ground operations, mutual aid agreements and dispatch algorithms will need to be revised to reflect this reduction in resources. 7. Engine 32 is not "browned out" during strike team deployments. The fire department has always utilized a reserve engine to back fill Engine 32 or Engine 31 to maintain the level of service when a resource responds to campaign wildfires. All funds spent on these campaign fires, including overtime, are reimbursed by the authority having jurisdiction of the wildfire. 8. Business developer impact fees will not be reflective of the fire department coverage. These fees will need to be adjusted due to the shutdown of Engine 32. 9. Insurance Services Office (ISO) rating goes down and insurance rates could go up. An ISO fire rating, also referred to as a fire score or Public Protection Classification (PPC), is a score from 1(best) to 10(worst) that indicates how well -protected your community is by the fire department. El Segundo is currently a Class 2 department with Engine 32 in service. 10.The Accreditation Program will also be shut down due to the deviation from our strategic plan (2020-2025) since it is not meeting the expectations of the community stakeholders. Accreditation is a process of agency self -assessment, risk analysis and is a goal and data driven model in coordination with the Center for Public Safety Excellence (CPSE). 11. The alleged savings of the temporary shutdown will be approximately $500,000. These facts have been provided by the men and women of the El Segundo Fire Department and approved by the El Segundo Fire Chief, Deena Lee.
