2022 CALIFORNIA BUILDING STANDARDS CODE
• The 2022 California Building Standards Code (Cal. Code Regs., Title
24) has been published July 1, 2022, with an effective date of January
1, 2023
• Building standard is a regulation governing the design and construction
of a building
• Title 24 provisions are the minimum standards, thus local amendments
must be equivalent or more restrictive, but not less restrictive. Health
and Safety Code (HSC), Sections, 17958.5, 17958.7(a), and 18941.5(b)

State laws authorize local governments to enact ordinances making
building standards amendments to the California Building Standards
Code (Cal. Code of Regs., Title 24) that are reasonably necessary based
on one or more of the following local conditions:
• Climatic
• Topographical
• Geological

• A local government may adopt Title 24 by reference in their
jurisdiction's ordinances. Even if a local government does not adopt
Title 24 by ordinance, Title 24 becomes the applicable code for all
building occupancies by default. (HSC Sections 17950,17958 and
18938(b), and in CBC, Chapter 1, Division 1, Section 1.1.3)
• Amendments to Title 24 are neither effective nor operative until filed
with California Building Standards Commission (CBSC)
