El Segundo VMT Thresholds
• SIB 743 did not establish exact thresholds of significance.
• In 2018, the Governor's Office of Planning and Research (OPR)
released guidelines for thresholds of significance.
• Many cities are adopting their own thresholds
• The thresholds in the draft policy are specific to El Segundo and
consider the city's unique circumstances
