On behalf of the Surfrider Foundation South Bay Chapter I strongly urge you to support the proposed ordinance shown
under Item D.14 on tonight's El Segundo City Council Agenda, which amends ESMC Chapter 5-8 (existing Ord. No. 1612,
adopted Jan. 21, 2020) in support of AB 1276.
Amending and strengthening ESMC Ch. 5-8 not only brings the City in sync with AB 1276, but also offers additional
opportunities, if followed, for restaurants to save significant expense (thus helping to make restaurants more profitable
in these trying times) by not routinely handing out foodware accessories and/or condiment packets that customers have
not requested and may not even want or need. This also reduces potential cleanup expense for the City if these items
are not disposed of properly, and improves the quality of life in El Segundo by helping to reduce litter in the
environment — everyone wins with this ordinance, and I respectfully encourage your strong support tonight and at its
2nd reading potentially on September 6.
I would also like to encourage City Council to consider exploring a more comprehensive plastics waste reduction
ordinance that incorporates elements that are proven to save restaurants additional significant expense, similar to what
has been, or is in the process now, of being adopted in numerous other cities.
Thank you for your consideration, and I hope you will support this important pro-business/pro-taxpayer/pro-
environment measure this evening.

Re: Item 14: CA Assembly Bill 1276 (Carrillo)
Dear Mayor Boyles and City Councilmembers,
I write today in support of the city's efforts in aligning with Assembly Bill (AB) 1276 which
creates a statewide model to ensure single use accessories are not automatically distributed
to guests.
The California Restaurant Association (CRA) worked with Assemblymember Wendy Carrillo
to develop AB 1276, creating an "opt in" requirement for guests to receive single -use food
accessories from restaurants or third -party delivery platforms. Compliance options include
self-service receptacles, direct guest request, or upon offer by the restaurant in drive thru
settings only.
We believe AB 1276 takes into account the need to reduce unnecessary single use product
distribution, while also recognizing a one -size -fits -all approach does not work for guests or varying
restaurant models. Aligning with AB 1276 will also ensure ease in compliance and provide a
uniform framework for restaurants as well as customers.
For these reasons we urge an "aye" vote to align with AB 1276.
