Thank you, Tracy Weaver I City Clerk City of El Segundo 350 Main Street El Segundo CA 90245 310.524.2305 1 tweaver@elegundo.org I www.elsepundo.or ELEGUNDO Whcrc big ideas take off. From: jackieboyl5@yahoo.com <jackieboy15@yahoo.com> Sent: Tuesday, August 16, 2022 10:33 AM To: ALL ELECTED OFFICIALS <ALLELECTEDOFFICIALS@elsegundo.org> Subject: Upcoming Cannabis Issues Hello Council, Jack Baker here. I have been present and vocal about the upcoming November cannabis ballot issues and I hear that there's been a new development. Sandra Spiker, the supposed resident of El Segundo, pulled her ballot initiative because she moved out of state and no longer lives in town. This is not surprising, as I don't think she ever lived here. I went by her address no fewer than 10 times and there was never anyone home. Never any lights on, mailbox full, etc. I alerted some of you to this a very long time ago, but none of you ever looked into it. Many of the headaches that have come with this outside group's actions could have been nipped in the bud if you had looked into Ms. Spiker a long time ago. But you didn't, so oh well. The truth is that the outside group has already secured some real estate to open a cannabis shop and most likely just asked Ms Spiker to pull her ballot. Sneaky and manipulative at the highest level. Now we are left with the city's ordinance for the voters to vote on and I would strongly encourage you to adjust your ordinance to have it make more sense for the people of El Segundo. Councilman Nicol, you made quite the point at a meeting a few months ago when you wanted everyone to know that you did not support cannabis coming to town. You wanted everyone to know that, including the writer who covers the council meetings for The Herald, yet you're now part of a council who is supporting unlimited cannabis shops in town. That seems to go completely against your stance of no cannabis. Quite a departure actually. Citizens of this town, many of whom probably voted for you all, have come to the meetings and expressed a desire to have you gain control of this issue. Allowing unlimited cannabis shops that only have to be about 1650 sq ft is NOT gaining control of this issue. Not even close. Maybe now that the outside group is out of the picture, the City Attorney can stop doing their bidding for them. He copy and pasted their ordinance onto yours and it does not work for El Segundo. He sort of ignored everything that you all had advised him to do at several different council meetings and you all allowed it. I am a cannabis user and supporter and I do not want what you're about to have people vote on. Doesn't that tell you something? Please adjust your ordinance and actually gain control of this. Leave the city in a good position long after you all are out of office. - Establish distance requirements between cannabis businesses. This is done through zoning and eliminates the path to litigation. - Allow cultivation, which would attract a higher level of business to town, not just "7-11 type" weed shops. Larger businesses that also cultivate their own products will ensure that business will be in town a lot longer than a 1600 sq ft space. Imagine if you didn't allow El Segundo Brewery to make their own beer in town?? Please make these part of your own ordinance so the people in this town can actually get behind it and support it. Right now, many of the supporters of cannabis coming to town are not happy with how this has been handled. Jack
