CONSENT- 3„ Approve Special City Council meeting minutes of April 12, 2022 (Strategic Planning Session), Special (Budget Session) and Regular City Council meeting minutes of May 3, 2022. (Fiscal Impact: None) 4, Approve warrants demand register for April 11, 2022 through May 01, 2022, numbers 20A, 20B, and 21A: warrant numbers 3040305 through 3040607 and, 9002482 through 9002489. Ratify Payroll and employee benefit Checks; Checks released early due to contracts or agreement; Emergency disbursements and/or adjustments; and, Wire transfers. (Fiscal Impact: $4,727,353.23 ($1,688,039.64 in check warrants and $3,039,313.59 in wire warrants)) 5. Approve the suspension of El Segundo Municipal Code Section 7-6-8 to allow adults over the age of 21 years to bring and consume alcohol at Library Park on the days of the Summer Concerts in the Park events, Sunday's June 19, June 26, July 24 and August 7, 2022 from 3:00 PM to 7:00 PM. (Fiscal Impact: None) 6, Adopt Resolution No. 5328 appointing Hank Lu, Risk Manager, as an alternate representative to the Independent Cities Risk Management Authority Governing Board, and maintain Joseph Lillio, Chief Financial Officer, as the primary representative and Chris Pimentel, Mayor Pro Tem, as the alternate representative. (Fiscal Impact: None) 7, Approve Faze 1 Corporation DBA Premier Pipe, Inc.'s relief from its bid due to clerical errors in accordance with the Public Contract Code's Relief of Bidders statutes and authorize the City Manager to execute Standard Public Works Construction Contract No. 6367 with Empire Pipe Cleaning and Equipment, Inc. for $388,445.03 for the Sewer Closed Circuit Television Inspection Project and authorize an additional $39,000 as contingency funds for potential unforeseen conditions. (Fiscal Impact: $430,000 included in adopted FY 2021/22 Budget) 8. Approve Agreement No. 6368 to License Agreement No. 9.4190 with Southern California Edison (SCE), which includes the SCE land located at Washington Park, along with any additional amendments approved by the City Manager, in consultation with the City Attorney and approve Agreement No. 6369 to License Agreement No. 9.7879 with Southern California Edison, which is located at The Lakes and Topgolf, along with any additional amendments approved by the City Manager, in consultation with the City Attorney. (Fiscal Impact: License Agreement No. 9.4190 is included in the Adopted FY 2021/22 Budget and will be included in subsequent fiscal years' budgets. Approve Resolution No. 5329 to continue the City's utilization of relaxed teleconferencing requirements under the Brown Act. (Fiscal Impact: None) 10. Approve the conversion of the Communications Manager classification from Civil Service to at -will status and adopt the revised classification specification and examination plan for the Communications Manager position. (Fiscal Impact: None) 11. Adopt Resolution No. 5330 for paying and reporting the value of Employer Paid Member Contribution for Police Managers' Association (PMA). (Fiscal Impact: None) 12.
