Our beach cities appear to be the victims of a well -moneyed effort to "buy" a cannabis retail store monopoly. El Segundo, Hermosa Beach and Redondo Beach have all had the same initiative sponsored by South Cord Management (aka Catalyst Cannabis), qualify for ballot. In each city, South Cord bombarded voters with paid for signature gatherers to "market" their propaganda. In Redondo, they're funding a recall attempt of a recently elected Councilmember in retaliation for their initiative not being placed on the ballot until March 2023. Regardless of one's opinion on retail cannabis, Catalyst Cannabis is the wrong partner should voters favor retail cannabis. South Cord's initiative is written as a barrier to entry for others in the industry; expensive and detailed criteria only they can match. Please craft an El Segundo City commercial cannabis regulatory initiative to compete with the "voter" initiative that has qualified for your 11-08-2022 municipal election. L. I know some of you and hope all of you and your families are well. Unfortunately I was unable to attend last night's city council meeting, but I wanted to share my thoughts on one of the items on the agenda. Regarding the Cannabis measure, I'm not an expert in this area, and I honestly need more education regarding the topic, but I am hoping that the city is taking every measure possible to create the most beneficial scenario for the city of El Segundo. It's pretty clear cannabis is coming to El Segundo in some form or another. My hope is we're not relying on some ballot measure to dictate how that process plays out. To avoid this, I'd like to see the city get in front of this and create some ordinance that gives the city as much control as possible over the process, including benefitting from any potential taxes. This is a great opportunity for the city which should be embraced and not wasted. Thank you for your service and your efforts on behalf of our community are much appreciated. Thanks John Clinton
