Subject: Crossing Guard Needed For ESMS
Dear Council Members,
I'm writing to ask you to please consider hiring a crossing guard for the ESMS students at Center Street
and Grand Ave.
Daily I see frustrated drivers speed off from the stop sign, due to waiting in the long drop off lines. The
construction is adding to the traffic. So many kids cross those streets, and one was hit by a car this
week. My uncle was hit and killed by a car years ago ... it changes a family forever. Please help ESMS
families avoid this kind of tragedy.
ESHS has two amazing traffic/crossing guards on Miraposa in the mornings. They stand in the middle of
the street to direct traffic and help our kids cross. Please consider hiring someone to do the same at
Grand and Center. It's an incredibly unsafe place for kids to cross the street.

Subject: Kansas Street internet outage
I wanted to make you all aware of something that happened this morning along Kansas street.
A dump truck, owned by Athens services, went speeding down Kansas Street at approximately 8:40 a.m. this morning,
Monday, April 11th. This truck hit one of the overhead wires that caused an internet outage throughout the houses on
our street.
From the video that our cameras took, you can clearly see the truck going past our house quickly and then the wires
bobbing up and down violently.
Also a few doors down from us, there were people who were working on the roof of a home and it caused one of the
workers to fall down on the roof.
I realize that there are many different entities involved in this situation. Perhaps the wires weren't pulled tight enough?
Perhaps the truck was going too fast? Or it was too high? I understand that this is not something that the city is directly
responsible for.
However, the city is responsible for keeping industrial and commercial trucks off of our roads as is posted at the end of
Kansas Street. I realize that it is hard to enforce these rules. But as we get more construction and more development in
this part of El Segundo, Kansas Street will be used more as a thoroughfare between Mariposa and East Grand Avenue or
El Segundo Boulevard. And thus creating more traffic and more dangerous situations like this one. We are very lucky
that no one was walking by at the time and that the roofer didn't fall off the roof.
I ask you again, to please look at the entire picture of the parking structure being built off of Kansas Street near El
Segundo Boulevard as well as the new Catalyst Project at Kansas and East Grand that is being proposed, as well as the
Pacific Coast Commons project. All of this is going to have an impact on our neighborhoods and make them more
unsafe. We need a strong plan in place that focuses on traffic and parking before all of these projects come to fruition.
I understand that you are looking to make revenue off of the new developments, as well as appease the State with
affordable housing, but I ask that you not do it to the detriment of the community that is already in place in this
neighborhood.

Deputy City Manager Barbara Voss, Mayor Boyles, and City Council,
I would first like to thank you all for facilitating the opportunity for community members to
provide input regarding outdoor dining in El Segundo. Unfortunately, I am not able to attend the
meeting scheduled for this Thursday, April 7th, and am therefore submitting written comment. I
look forward to hearing the results of this community outreach process at the May 3, 2022
meeting.
After reading the staff report dated March 1, 2022, 1 am expressing my support for item #5
under staff recommendation "Direction to proceed with further studies and development of a
permanent outdoor dining program". There have been many lessons learned from the COVID-19
pandemic, one of which is that year-round outdoor dining in Southern California is extremely
popular and profitable. The opportunity for these restaurants to expand their dining capacity is
crucial for their survival during a time when rent is skyrocketing and the opportunity to expand
their brick and mortar location is almost nonexistent.
As a Council, you have been extremely vocal and action -oriented in your support of bringing
businesses to the City of El Segundo. Now it is time to support the existing business by allowing
them the opportunity to expand on a permanent basis if they wish. One of your strategic plan
goals states "Goal 5: Champion Economic Development and Fiscal Sustainability - Objective
5A: El Segundo promotes economic growth and vitality for business and the community."
Continuing to allow outdoor dining within El Segundo would be a gigantic step towards achieving
that goal.
Although it appears that recommendations #land #2 have already been set in motion, I would
like to state my opposition to item #2 "Direct staff to cause the immediate removal of all
outdoor dining located within travel lanes." I understand there may be some level of
inconvenience caused by Main Street being reduced at certain points and the closure of
Richmond Street at Grand and Franklin, there is simply not enough vehicular traffic in El Segundo
to justify this immediate change. I think further assessment and consideration is needed to look
into reducing the number of lanes for vehicular traffic on Main Street and the potential to make
a section of Richmond Street permanently closed to vehicles.
I want to touch on two opposing arguments outlined in the staff report, the first of which is the
fact that ABC regulations are set to go back into effect no later than July 1, 2024 — the
requirement that the sale of alcohol in outdoor areas be immediately adjacent to the restaurant.
I imagine that the City of El Segundo, in coordination with many other cities in the surrounding
area, could lobby the California Department of Alcoholic Beverage Control (ABC), as an agency of
the government of the state of California, to alter its requirements if needed to make outdoor
dining a reality.
Secondly, the staff report states "The ESMC does not currently permit permanent outdoor dining
or use of the right-of-way", the Municipal Code can be altered under City Council authority. This
is a simple solution that could be achieved in a relatively short amount of time.
Finally, I will end with this, according to the staff report "An initial staff survey of downtown
residents and business showed that 80% of respondents were in favor of the continued
allowance of outdoor dining in some form." 80% - Is that not reason enough to continue to allow
outdoor dining while researching ways to continue it on a permanent basis?

Hello, for those that may not know me I am Matt McMillon. I have lived in El Segundo since 1999.
Although I don't yet have the generational roots that others have, I consider this amazing town my
home and hope it will the home for my 5 amazing girls and their families for generations to come. I have
been an active community member serving in various roles. I own a home on Eucalyptus Dr and own a
business based in El Segundo. I am thankful for all the city staff and council members do and have done
for us. I personally feel I can reach out and have my voice heard at any time. I'm thankful for that even
when we may disagree.
I wanted to share my opinion regarding the status of outdoor dining. I would love to see outdoor dining
remain for as many restaurants as possible. Outdoor dining allows me and my crazy kids (ages 1-14) a
chance to support local restaurants and not feel we are bothering others around us being able to sit
outdoors. It allows us to enjoy the amazing weather which is a big reason we live where we do. I also
know many friends that don't live in our town make the drive to come and be able to sit outside. In my
opinion being able to enjoy and support our local restaurants by sitting outside is a must. Obviously
locations like Richmond and Standard really do not affect traffic flow. Those in my opinion are easy
decisions. Main st is a little harder, but it is worth minor inconvenience.

To whom it may concern,
Twice overnight, I was awoken from my sleep due to the secondhand smoke permeating our unit. Once
around tam, and once again a little before 6am. This is after I had already tried speaking to the tenant
that was confirmed to be doing the the smoking in their unit, and after I had emailed my property
manager multiple times about it. This is email was the fifth formal compa_lint that I want to issue due to
another health and safety violation, nusiance, and instance of property damage that the tenants in unit
2 are causing. There are many families, some with children and some that are expecting their first born,
in the Azure Apartments that are being negatively impacted every day and every instance this person
causes smoke to permeate their neighbor's homes.
After the property manager called today in order to say that the only thing she could do in the
immediate was to allow us to break our lease and leave the place that we've lived for two years, grown
connected to each of our neighbors in and out of our complex, and offered no return of rent nor
financial assistance in finding a new home when our current one has suddenly become uninhabitable --
essentially saying we could become homeless and they wouldn't charge us for breaking our lease --I
wanted to reach out to other sources to see if there was anything else that could be done.
I am reminded of when we were told that we would need to vacate our unit for 8 hours due to the
carcinogens in the tub resurfacing that occurred a few months ago. Property management did a good
job of warning us of the health hazards, and advised us to leave accordingly, giving us ample warning
and doing a great job of making sure the health and safety of our family members were taken care of.
According to the CDC, cigarette smoke has over 70 known carcinogens. There is no risk -free level of
secondhand smoke exposure; even brief exposure can be harmful to health. Comprehensive smokefree
policies have been successful in protecting those who do not smoke, and are the only way to fully
protect their health.
In the short term, I think I am going to have a health crisis due to the lack of sleep. It is stinging our eyes
when we are awoken by it seeping through the walls, and we rush to in front of the fans that we've
needed to set up in our windows. In the long term, the damage is getting worse for every other tenant
in this complex every day that you do not act.
In adults who have never smoked, secondhand smoke can cause:
6 Heart disease
o For adults who do not smoke, breathing secondhand smoke has immediate harmful
effects on the heart and blood vessels.
o Secondhand smoke causes nearly 34,000 premature deaths from heart disease each
year in the United States among adults who do not smoke.
o People who do not smoke, but are exposed to secondhand smoke at home or at work,
experience a 25-30% increase in their risk of developing heart disease.
Lung cancer
o Secondhand smoke exposure causes more than 7,300 deaths from lung cancer among
people who do not smoke.
• Stroke
o Each year, more than 8,000 deaths from stroke can be attributed to secondhand smoke.
This is a reminder that according to the Department of Housing and Urban Development, smoking is not
a protected class. In addition, when a multi -unit housing complex is smoke -free, it lowers the chance of
accidental fire and deaths from fire. The risk of burns to people or property damage is also lower.
I have had smoking family members visit the apartment in the past. Do you know what they did? They
went to the park that is one block away, and smoked in the shade on a bench. I know there are other
smokers in the building, and they do not endanger the health and safety, nor cause any nusiances to
other tenants, by walking around the block when they have the urge to smoke. This is not too much tc
ask.
I am asking again for Pan American Properties to enforce the lease, and issue another violation, as this
is another instance of a tenant knowingly endangering the health and safety of all the other tenants in
the complex, damaging the walls and flooring with the odor, and causing a huge nuisance not allowing
other tenants to sleep, eat, work, or live in their own homes.
