2022-04-12 CC Agenda - Management Partners - Strategic Planning MemoManagement Partners To: Mr. Darrell George, Interim City Manager Mr. Joseph Lillio, Chief Financial Officer Ms. Barbara Voss, Deputy City Manager City of El Segundo From: Jan Perkins, Vice President Subject: Summary of Draft Strategic Plan Document to Be Discussed at Planning Workshop of April 12, 2022 Date: March 28, 2022 Management Partners was engaged to facilitate the process of updating the City's Strategic Plan. The prior Strategic Plan was updated in 2020. A new Strategic Plan will begin with FY 2022-23 and will be developed as a four-year plan to coincide with the new biennial budget process. The strategic planning process will result in a strategic plan document and an implementation plan that will provide City leaders with a "road map" to capture opportunities and address challenges over the coming years. Update Process The process of updating the Strategic Plan began with obtaining input from each member of the City Council. The steps involved in this Strategic Plan update are listed below. • City Council interviews (January 27 through February 1, 2022) • Status report prepared by City staff on the current Strategic Plan (January and February) • Gap analysis questionnaire administered by Management Partners and completed by departments (January and February) • Environmental scan slide deck prepared by City staff (February) • Executive team meeting held (March 9) • Input from commissions, committees and boards gathered (March) • Preparation of draft updated Strategic Plan document The remaining steps in the process are: • City Council workshop to discuss draft updated Strategic Plan document and establish priorities (April 12) • Management Partners to finalize Strategic Plan (May) • City Council to adopt updated Strategic Plan with budget (June) Vision and Five Multi -Year Goals The City's Strategic Plan establishes vision and direction. It includes major policy objectives and work efforts, and requires an allocation of resources. It is an important tool for the Council and executives to use in assessing forward progress. Enhance Customer Service, Diversity, Equity, Inclusion and Communications 2. Support Community Safety and Preparedness 3. Promote a Quality Workforce, Teamwork, and Organizational Efficiencies 4. Develop Quality Infrastructure and Technology S. Champion Economic Development and Fiscal Sustainability What Has Changed with the Draft Updated Strategic Plan As with any update, it is an opportunity to include new policy objectives and major work efforts, and to eliminate items that have been completed. Includes items not completed in 2020 Strategic Plan. The 2020 Strategic Plan contained 67 total items. Of those 47 were completed, 17 are underway, and 3 were not completed. The ones that are either underway or not completed have been incorporated into the Draft Strategic Plan for FY 2023-24 through FY 2026-27. In some instances the wording has been updated. Includes priorities named in Council interviews. The items indicated during interviews with consultants have been included in the Draft Strategic Plan. • Includes new items. A number of new items have been included based on a variety of factors arising since 2020. The format and wording have been refined. Values have been consolidated from eight into three and defined. This is to make them more easily remembered and clearer. • "Strategies" have been substituted for "activities" under each goal. The format shows which of the strategies are continuing from the 2020 Strategic Plan and which are new strategies. Some of the continuing items have been updated to reflect clearer or more current wording. Two goals have been reworded: o Goal 1 is now: "Enhance Customer Service, Diversity, Equity, Inclusion and Communications" (Previously read: Enhance Customer Service, Engagement, Communications; Embrace Diversity, Equity and Inclusion) o Goal 3 is now: "Promote a Quality Workforce, Teamwork and Organizational Efficiencies (Previously read: Develop as Choice Employer and Workforce) • Strategic direction statements and objectives have been refined. • Key performance indicators (KPIs) have been temporarily removed from the document, pending an evaluation and update of them as part of the new Strategic Plan. A strategy has been included in Goal 3 (Promote a Quality Workforce, Teamwork and Organizational Summary of Draft Strategic Plan Document to Be Discussed at Planning Workshop of April 12, 2022 Page 3 Efficiencies) to review and update the KPIs to ensure the ones that are used can be tracked with data and the results used to make improvement decisions. April 12, 2020 Council Workshop The Council's feedback on the Draft Strategic Plan will be sought during the April 12 workshop so that a final version can be prepared. Additionally, as in prior years, the Council's top priorities for the first two years of the Strategic Plan will be sought. Those priorities will be added to the "placeholder" page now shown in the Draft Strategic Plan. The executive team will participate in the workshop and be available for additional information and discussion. After the workshop, Management Partners will prepare a final version of the Strategic Plan for adoption with the budget in June 2022.
