Good Afternoon Mayor and City Council:
As part of the development of the City's Strategic Plan, staff requested feedback on from each member of the City's
Committees, Commission and Boards (CCBs) via email. The CCB members were asked to provide a response to the
following question:
What are three important priorities for attention in the next four years for the City of El Segundo?
The input received is below:

Arts & Culture Committee
Goal 5 — promoting community engagement and economic vitality
• Goal 4 — Developing quality infrastructure and technology, including
attracting technology companies and start-ups.
Developing the eastside of the community
Public Works/Environmental Committee
Micro grid of solar + storage and/or backup power to El Segundo isn't
reliant solely on the grid during natural disasters and to reduce our
GHG impact (Climate Action Plan). It would be load reactive and a
compliment to SoCal Edison power. The alternative is to offer business
incentives to companies that reduce energy by 25% (Climate Action
Plan)
• Continuous air monitoring station near Hyperion for H25 and Criteria
pollutants (NOx & VOCs)
• Expanding community garden (which is Climate Action Plan
suggestion)

Enhance Main Street experience/downtown area. Make storefronts
customer facing/consider City Hall Plaza use.
• Further develop RecPark area to be a hub for the City including local
flavor- native plants, public art.
• Make El Segundo a place where diversity is celebrated through inclusivity
and arts and culture.
Capital Improvement Program Advisory
Adequately staff Police and Fire while maintaining budgets for staff

expenditures in these departments.
Continued attraction and retention of businesses that make our City a
vibrant hub for economic development.
• Develop possible new revenue sources including a possible plan to get a
larger percentage of property taxes so we can adequately fund important
capital projects.
Planning Commission
Maintaining/keeping our City Police and Fire departments
• Residential East of Pacific Coast Highway
• Improve our Downtown, updated gateway entrance, and City Hall
Library Board of Trustees
I would like to see the opportunity for citizens to be given more
information about projects/changes in ES and given the opportunity for
input, e.g., bathrooms in parks (!); possible pot dispensaries;
• I would like to see a forum or other platform for citizens to report their
areas of concern, and what can be done. Lots of discussion on Facebook,
but it doesn't result in any action being taken. E.g., short-term rentals/
party houses; long-term parking on our streets by those headed to LAX.
• I would like to see how the tax structure works on businesses east of
PCH and how it affects our school funding. I haven't met anyone that
knows how this works, but would like to know.
Arts and Culture Committee
Improve non -car transit options (e.g. dedicated bike lanes, more frequent
bus service)
• Mitigate pollution (noise from LAX; emissions from Chevron &
Hyperion)
• Control rising housing costs, especially for middle -income residents.
Too many multigenerational family members have been forced out by an
inability to buy into their own community.

Public Works / Environmental Committee
Survey Residents and Businesses to Assess Environmental Concerns
- As shown by outcry and reaction to the Hyperion incident, residents do
value clean air and water even if you have no surveyed numbers to back
it up. But what if you did have those numbers? To better understand the
current concerns and desired focus of improvement held by stakeholders
in El Segundo, and to use those numbers in high-level conversations
with AQMD and other agencies, please consider a survey that allows
insight into these and other environmentally -related topics, co-authored
by the Environmental Committee and based upon the adopted City
Climate Action Plan and ES Environmental Committee Work Plan. [For
example, in the most recent survey about Outdoor Dining, a question
concerning outdoor smoking in restaurant and picnic areas would have
been an appropriate and easy addition to that inquiry.
• Expand Air Quality Monitoring Efforts - By any means possible,
provide continuous air monitoring station near Hyperion for H2S and
Criteria pollutants (NOx & VOCs). Take LAWA up on their offer to use
space on their property for air monitoring as well.
• Expand Water Conservation Efforts - The Committee asks that all
Public Works and Recreation and Parks efforts reflect this practice —for
example, replacing old faucets that do not turn off automatically, and
removing water -thirsty plants in exchange for more drought -tolerate
natives. There are grants available for some of this work, as I am sure
staff knows based on relationships with WBMWD. [Side -note: this is an
example of where the long-awaited addition of a "Environmental Impact
Consideration" section of staff reports and agenda statements comes in
handy for accountability. This directive from Council dates back to prior
to your arrival in town, I can look in my records to find it if you wish, but
Mayor Boyles can attest to voting for it!
