FIRST AMENDMENT TO
AGREEMENT NO.6114 BETWEEN
THE CITY OF EL SEGUNDO AND
NORMAN A. TRAUB & ASSOCIATES, LLC
THIS FIRST AMENDMENT ("Amendment") to Agreement No. 6114 ("Agreement")
is made and entered into this 2nd day of March 2022, by and between CITY OF EL
SEGUNDO, a general law city and municipal corporation existing under the laws of California
("CITY"), and NORMAN A. TRAUB & ASSOCIATES, LLC., ("CONSULTANT"). The
parties agree as follows:
1. Pursuant to Section 34 of the Agreement, Agreement Section 7 (Term) is amended in
its entirety to read as follows:
"The term of this Agreement will commence on July 1, 2021 and renew annually
each year thereafter, unless and until it is terminated by either party pursuant to
Section 15."
2. Pursuant to Section 34 of the Agreement, subsection C of Agreement Section 1
(Consideration) currently read as follows:
"As additional consideration, CITY agrees to pay CONSULTANT a sum not to
exceed Twenty -Five Thousand Dollars ($25,000.00) for CONSULTANT's services
per fiscal year. CITY may modify this amount as set forth below. Unless otherwise
specified by written amendment to this Agreement, CITY will pay this sum based on
the scope of services referenced in Section 2 (Scope of Services) below."
Subsection C of Agreement Section 1 (Consideration) is amended in its entirety to
read as follows:
"As additional consideration, CITY agrees to pay CONSULTANT a sum not to
exceed Fifty Thousand Dollars ($50,000.00) for CONSULTANT's services per fiscal
year. CITY may modify this amount as set forth below. Unless otherwise specified by
written amendment to this Agreement, CITY will pay this sum based on the scope of
services referenced in Section 2 (Scope of Services) below."
3. Pursuant to Section 34 of the Agreement, Agreement Section 2 (Scope of Services) is
amended to augment the scope of services set forth in Exhibit "A" thereto with the
additional services set forth in Attachment 1 to this Amendment.
4. Pursuant to Section 34 of the Agreement, Agreement Section 4 (Payments) is
amended to augment the payment information identified in Exhibit "A" thereto with
the additional payment information indicated in Attachment 1 to this Amendment.
5, The Amendment may be executed in any number of counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date.

6, In accordance with Government Cod § 16.5, the parties agree that this Amendment
will be considered signed when the signature of a party is delivered by electronic
transmission. Such electronic signature will be treated in all respects as having the
same effect as an original signature.
IN WITNESS WHEREOF the parties hereto have executed this Amendment the day and
year first hereinabove written.

Investigations for over twenty-six years.
Norman A. Traub & Associate's main office is located on the southern edge of
Ventura County in Westlake Village, California. The business accounting office is in
Yorba Linda, California. Contract Investigators are based in their own offices throughout
California. Norman A. Traub & Associates is financially solvent, with cash reserves, no
past or pending litigation, bankruptcy, or impending merger. Norman A. Traub &
Associates is willing to disclose financial standing and is prepared to complete a contract
for investigation services.
Each Norman A. Traub & Associates investigator has extensive experience in
public safety background investigations. All the investigators with safety experience
received California POST training, conducted, provided oversight, directed, and approved
background investigations involving public safety personnel. In addition, all investigators
with public safety experience are honorably retired. Background Investigations Manager
George Vanecek has years of experience with the eSoph and POBITS protocols and will
mentor investigators as necessary.

In our experience, ninety percent of disqualifications generally occur by the
Personnel File Review/Employer reference phase. Billing will be done on actual hours

prior to work being initiated. All travel will comply with the City of El Segundo travel
policies.
Norman A. Traub & Associates warrants to the El Segundo Police Department that all
investigative segments conducted on the City's behalf will be consistent with industry
best practices and in keeping with the standards set by the California Commission on
Peace Officer Standards and Training.
1. A narrative -based summary of the applicant's background investigation.
This summary will reflect the background investigation's below listed
aspects and articulate any concerns that were discovered because of the
background investigation.
2. A review of the candidate's personal history statement„
3. A photograph of the applicant.
4. Verification of birth and citizenship.
5. Social Security Number (SSN) - Trace & Address Locator verification to
determine the name and name variations used by the individual such as
maiden, divorced, or previous names; other names associated with that
SSN, current and former addresses associated with that SSN, and date of
birth.
6. On -site employment verification and history..
�. Verification and contact with the applicant's professional references.

9. Education background and verification. This section should verify that the
applicant has either graduated from an accredited high school or has passed
the General Education Development (GED) Test or has passed the
California High School Equivalency Examination. Copies of transcripts and
diplomas from colleges and universities must be included.

12. Criminal history that advises of a felony and/or misdemeanor convictions.
13. Applications to other Police department agencies, including an examination
of the status/dispositions of candidate.
14. Motor vehicle driving history (all states in which applicant held an
operators / driver's license), including a copy of the applicant's driver's
license and proof of motor vehicle insurance.
15. Drug and/or substance use history.
16. Neighborhood and rent check, including contacts with the applicant's
neighbors.
17. Polygraph examination. (Norman A. Traub & Associates does not
administer the polygraph examination, but will provide a statement
regarding the results of the examination)
18. Civil suits and legal judgments concerning the applicant (Federal, State and
current County of residence).
19. Fingerprint return, demonstrating the results of a Department of Justice
and Federal Bureau of Investigation fingerprint check for criminal history.
(This is conducted by the El Segundo Police Department Records Division).
20. A check of wants/warrants information systems, including County of Los
Angeles CLETS system; National Crime Information Center (NCIC);
Department of Justice search of the Child Abuse Central Index. (This is
conducted by the El Segundo Police Department Records Division.
* Some of the processes listed above may not apply to some non -sworn / professional staff
as proscribed by state law or regulation, or if completed by hiring agency prior to
investigation.
