Each time one of the shut -offs is to occur we are given notice the night before. It is then necessary for me to crawl down to the pan cupboard and drag out a large soup pot as well as another saucepan, fill them with water so 1 will have it available for drinking, washing my hands, brushing my teeth, flushing the toilet and any other needs for water during the three hours water is stopped in the building. Most days the shut-off period runs from 9-12 or from 10-1. That means early showers and all other water needs must begin early morning or wait until afternoon. Not all of the 97 plus tenants get up in the early hours and run around taking care of their hygiene before they are left with faucets that don't operate. There is no need to shut off water to the ENTIRE building every time a plumbing matter is being done in a unit. The previous manager would only have the water shut off on the side of the building that the work was being done on, not the whole building. The Park Vista tenants are paying rent for certain items that are classified under rules of habitability. WATER is one of them. Neal Cadman your hired management company president is very aware of the rules of habitability. I believe he is an active real estate broker. He and his staff are aware of these shut -offs because I have made them aware of the not having to shut off the entire building. I believe this is being done as a cost -saving measure. You can do the math. Figure 97 units and at this point 2021 and 2022 totaling 13 three-hour shutoffs, that amounts to a substantial savings on the Park Vista water bill. Also, workmen are being used to do plumbing jobs who, I believe, aren't licensed plumbers in the State of California. I bet if regular licensed plumbers were being used who were not trainees, they would question the necessity of shutting off water to an entire building for three-hour periods, and could probably complete the job in half the time. I am asking you to see the paperwork as to what unit was being worked on and what exact plumbing part in that unit required an entire building's water supply being shut off. I wad told by Elias who spoke to Neal Cadman that it was a froze valve (or similar name) which I looked up on Internet. I question, if the description I read and the picture I saw required an entire building's water shut-off to repair or replace. Shelley Tucker Apt 401, Park Vista
