Dear Mayor & City Council members:
Firstly, I wish to thank the Mayor and City Council for your service to our great city. These past two
years have been challenging in so many ways — in our households — how we gather; in our community —
how our children are taught — and in our downtown — how we shop & dine. You have made key
decisions every step of the way to both ensure our safety (mask & social distancing policies) while
simultaneously extending olive branches to businesses- relaxing the terms of `take out' and authorizing
the creation of outdoor dining spaces in parking spaces & roadways along Main Street, Grand Avenue
and Richmond Street.
Orange `K-Rail' type barriers were provided by El Segundo's Street Department in the Summer of 2020 —
thus, creating temporary outdoor dining spaces. Cities across the country took similar actions in the early
phases of the pandemic, however, in most instances —temporary orange `K-Rail' type barriers were
replaced by more aesthetically pleasing, structurally safe barriers.
This communication is intended to express appreciation, in advance, for the City Council, Planning
Commission, Capital Improvement Program Advisory Committee, Arts and Culture Advisory Committee
and/or Businesses [Refer to APPENDIX A - The Aerospace Corporation, Boeing, Chevron, Los Angeles
Kings, Los Angeles Lakers, Mattel, Northrup Grumman Corporation, Raytheon Company, Government
Agency - U.S. Air Force Space Command] for identifying resources to create the `El Segundo Downtown
Beautification Fund' or `ES-DBF'.
This `El Segundo Downtown Beautification Fund', a `public -private -partnership' would effectively fund
`Safe -Accessible Beautification Projects' through a `ES-DBF-SABP Reimbursement Process'.
`Eligible Expenses' for reimbursement are as follows:
• CATEGORY 1 - Reimbursement of `Permit Application Fees, Design fees; Construction
materials'- actual expenditures associated exclusively for use in temporary outdoor dining spaces.
• CATEGORY 2 -Reimbursement of `Construction Labor Costs' only — actual expenditures paid to
3rd party (CA licensed) contractors under contract for improvements of existing temporary
outdoor dining areas. [INELIGIBLE COSTS - Restaurant/Food/Beverage Service Provider labor
and/or transportation costs associated with a project are not eligible for reimbursement from the
`El Segundo Downtown Beautification Fund.]
• CATEGORY 3- Reimbursement of `Temporary Landscape — e.g. Flowers, Vases, Plants, Soil,
Planters or Pots, Small Potted Trees' - actual expenditures associated exclusively for use in
temporary outdoor dining spaces identified for the specific business.

• CATEGORY 4 — Reimbursement of `Fixtures, Furnishings & Equipment (FFE) e.g. dining
tables, dining chairs, umbrellas, tents, temporary lighting, heaters' - actual expenditures directly
associated with the improvements to temporary outdoor dining spaces.
Eligible Businesses to participate in the ES-DBF-SABP reimbursement process are as follows:
• Restaurants/Food/Beverage Services Providers — with existing temporary outdoor dining spaces
created as a result of the COVID-19 pandemic within the defined `Boundary MAP' [Refer to
APPENDIX C - El Segundo Downtown Beautification Fund — BOUNDARY MAP'].
In the City of Manhattan Beach, Robert Greenberg, CEO & Founder, Sketchers, provided labor &
materials for the establishment of temporary outdoor dining areas — in front of many of the restaurants in
Manhattan Beach — the result ... the creation or maintenance of a quaint downtown.
I am not asking that we replicate Manhattan Beach — I am simply citing that we can do better for our
City's residents and do more to attract the visiting public to our downtown dining and shopping areas.
I, hereby, challenge the City to embrace concept of the `El Segundo Downtown Beautification Fund' and
immediately implement measures, working with the private sector, such that we can expeditiously remove
from view the sea of orange `construction zone' K-rail barriers and replace with SAFE -ACCESSIBLE -
BEAUTIFICATION -PROJECTS — maintaining barrier structural performance; replacement barriers or
barrier coverings shall be fitted with reflectors to ensure continued high visibility of lane encroachments
to drivers passing by. Raised floor decks (if applicable) shall be incorporated to ensure accessibility to
patrons with mobility challenges; creating attractive outdoor dining spaces adorned with flowers, plants,
and small potted trees.
