FIRST AMENDMENT TO
AGREEMENT NO. 6049 BETWEEN
THE CITY OF EL SEGUNDO AND
OMNIS CONSULTING, INC.
THIS FIRST AMENDMENT ("Amendment") is made and entered into this 14th day of
October, 2021, by and between CITY OF EL SEGUNDO, a general law city and municipal
corporation existing under the laws of California ("CITY"), and OMNIS CONSULTING, INC., a
California corporation ("CONSULTANT"). The parties agree as follows:
Pursuant to Section 34 of Agreement No. 6049 ("Agreement"), the not -to -exceed
compensation sum of Twenty -Four Thousand Eight Hundred Eighty Dollars ($24,880)
in Agreement Section 1(C) is increased by an additional Eighteen Thousand Seven
Hundred Fifty Dollars ($18,750) to establish a new aggregate not -to -exceed sum of
Forty -Three Thousand Six Hundred Thirty Dollars ($43,630).
2. Pursuant to Section 34 of the Agreement, the Scope of Services in Agreement Section
2 (A) is augmented to include the additional services specified as Task 4 in attached
Exhibit "B," which is incorporated by reference.
3. Pursuant to Section 34 of the Agreement, Agreement Section 8 is amended to read:
"The term of this Agreement will be from March 1, 2021, to June 30, 2022."
4. This Amendment may be executed in any number of counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date.
5. In accordance with Government Code § 16.5, the Parties agree that this Amendment
and related documents in connection with this Amendment will be considered signed
when the signature of a party is delivered by electronic transmission. Such electronic
signature will be treated in all respects as having the same effect as an original signature
6. Except as modified by this Amendment, all other terms and conditions of the
Agreement will remain the same.

Omnis Consulting Inc. (Omnis) is pleased to present this proposal for engineering and
architectural design services for the subject restroom upgrades. Our team will include one (1)
subconsultant, Designer Projects, for the architectural design services and preparation of the
architectural plans. We have the resources in place to meet the City's needs and we are ready to
begin work with your authorization.

PROJECT UNDERSTANDING
Omnis is under contract to design upgrades to the two (2) existing restrooms within the
Recreation Park Equipment Check -Out Building (Check -Out Building) and ADA building
entrance and path of travel upgrades per City Professional Services Agreement No. 6049 and
Purchase Order No. 30-00422.
The City has requested additional design of the Check -Out Building to expand the current (190
square feet) restroom area into the existing storage space (approximately 400 square feet) and
rearrange the 56 square feet of utility room area. Basic Services covered by this agreement are
limited to design and preparation of drawings for the purpose of providing a set of construction
documents for securing a construction permit and to obtain construction bids.
Submittals to the City will include Conceptual, Preliminary, Pre -Final, and Final plans.
Technical Specifications will be included with the Pre -Final and Final plan submittals.
The final product will include final engineering and architectural plans and technical
specifications for the construction bidding advertisement consisting of:
o Four (4) restrooms reconfigured to comply with current ADA and CBC requirements,
updated and upgraded with new plumbing and fixtures, accessories (such as mirrors,
paper dispensers, etc.), interior paint, flooring, lighting, and other needed repairs.
SCOPE OF SERVICES
Task 1.0 Proiect Coordination
Omnis' project manager will coordinate the project design through permitting with the City and
bidding by the City. Omnis' coordination efforts will include:
o Coordination with Public Works staff for the design intent and design criteria
o Coordination with Designer Projects for the preparation of the Architectural plans
o Coordinate with Building Safety Division for all plan checks and permitting
Task 1.0 Schematic Design Phase
The Schematic Design Phase services will include:
o Architect and Engineer visit the site and field verify existing conditions.
o Recreate existing plans to include the additional area.
o Research code for compliance with ADA and California codes and regulations.
o Design the bathroom and additional area to comply with ADA/CBC and fit in the current
footprint of the building.

o At the completion of the Schematic Design Phase, the Architect will provide the floor
plan drawing for review and approval by the City for the following options:
1. Adding additional Plumbing fixtures and upgrading the Electrical fixtures without
rearranging the existing utility room.
2. Upgrading all Mechanical, Electrical, and Plumbing (MEP) systems to the current
codes, utilizing the current location as much as possible.
3. Upgrading all MEP systems to current code and relocating the utilities to a different
location.
Task 3.0 Design Develo meet Phase
Once the Schematic Design is approved and one of the three options is selected by the City, the
Architect and MEP Engineer will prepare the design development drawings to include site plan,
roof plan, floor plans, reflected ceiling plans, interior elevations, sections, Mechanical, Electrical
and Plumbing plans. The design drawings will also identify any design issues requiring structural
solutions. The Architect and/or MEP Engineer will attend meetings (virtual or in person) with
the City for resolving any design issues. At the completion of the Design Development Phase,
the City will receive a set of architectural drawings that will be developed into Construction
Documents.
Task 4.0 Construction Document Phase
After approval of the Design Development drawings by the City, the Architect and MEP
Engineer will proceed with preparation of the final construction documents which include:
o Title sheet with site plan
o Roof Plan, Floor plans and reflected ceiling plans
o Interior elevations, sections, finish schedules, and signage
o Architectural details and specifications.
o Mechanical plans.
o Electrical plans
o Plumbing plans
The Architect and MEP Engineer will provide technical specifications for utilities, plumbing
fixtures, accessories and finish materials as needed. Construction documents are for the purpose
of submittal for a building permit. A meeting (virtual or in person) with the City is also included
in this phase. At the completion of the Construction Document Phase, the plans can be submitted
for plan check and processing to obtain the construction permit. The Architect and MEP
Engineer will respond to plan check comments as needed until the permit is obtained.

FEE PROPOSAL
Currently, $8,460 remains in Purchase Order 30-00422 and these fees are required to complete
the design. The below fees are in addition to the remaining budget in Purchase Order 30-00422.
The hourly rates below include all direct and indirect costs including labor, equipment, materials,
supplies, travel, etc.

Total Additional Fee Required = $39,320
Additional services are not included but may be provided if authorized by the City. Additional
services to be charged to the City based on hourly rates and include:
o Structural engineering design and calculations.
o Geotechnical, civil engineering, environmental and landscape architecture.
o Colored renderings.
o Revisions and changes to the City's previous instructions and information.
o Services in connection with bidding, contractor's proposals, and change orders.
o Job site visits, meetings, and processing beyond the scope of services.
o Construction administration, construction observation or project management.
o Other procedures and requirements that are not known at this time.
o Any services that are generally not accepted professional practices.
