Scott Mitnick City Manager From: Allen, Michael <mallen@elsegundo.ore> Sent: Tuesday, February 1, 2022 3:43 PM To: Mitnick, Scott <smitnick@elsegundo.org> Subject: Park land fee update Scott, For your use and distribution as needed, I have attached our current park land fee, established by Resolution No. 4687 and its associated study completed in 2010; and reference to the relevant section from the City's Open Space Element. The current effort underway by the Finance Department will update these fees in the very near future to be more reflective of any inflation or increases costs/demands. Open Space Element (1992) - Calls for the preservation of 3 - 5 acres of park area per 1,000 population (pg.'s 6 and 7 under Service Standards). The 3-5 acres of park area per 1,000 population is consistent with industry best practices, although some jurisdictions in more suburban areas adopt standards as high as 10 acres per 1,000 population. CC Resolution 4687 (2010) - Calls for the preservation of 2.99 acres of park area per 1,000 population (consistent with what is permissible by law). A more recent study based on the 2016 LA County Parks Needs Assessment, El Segundo's profile shows an existing ratio of 2.7 acres of park space per 1,000 population. This is primarily because the 2010 study factored in The Lakes Golf Course (28 acres), while the 2016 County study did not. Parkland Fee Schedule (2010) - In order to maintain the 2.99 acres of park area per 1,000 population, the City currently collects the following fees, adjusted on an annual basis for inflation based on a 20-year planning horizon. The parkland fee is based on a formula, factoring in existing facilities/investments, projected growth, and then broken down to a cost per unit/square footage.
