This preferential parking zone excludes Grand Tropez residents from parking on these nearby streets. I don't believe preferential parking should be used as a tool to exclude a subset of El Segundo residents from parking on residential streets that are closest and most convenient to them. I don't see a problem with using preferential parking to exclude commuter, commercial or business vehicles; however, a holistic approach should be used to avoid simply moving the problem to other streets. I live in Grand Tropez and it would be a significant hardship if residents in our complex are not included in this proposition. I am opposed to the current proposal for permit parking on the streets of California, Holly, and Kansas. The proposal excludes Grand Tropez residents who live in very close proximity to those streets while including residents of the two other townhouse complexes (Elin Pointe and Grand Kansas) who are similarly situated. If there is a concern that non-residents are using these streets for business, commuter, or airport parking, then the permit parking proposal should be narrowly tailored to address these issues. However, excluding El Segundo residents from parking on nearby residential streets is not the solution, and will simply shift the problem to other residential streets in the surrounding neighborhood.
