Subject: Parking zone on California Street
To Whom It May Concern:
I am a resident of Grand Tropez and I am writing to express my opposition to the preferential parking
zone as it is currently proposed in the sections of California, Holly, and Kansas. This preferential parking
zone excludes Grand Tropez residents from parking on these nearby streets. I don't believe preferential
parking should be used as a tool to exclude a subset of El Segundo residents from parking on residential
streets that are closest and most convenient to them. I don't see a problem with using preferential
parking to exclude commuter, commercial or business vehicles; however, a holistic approach should be
used to avoid simply moving the problem to other streets.
Thank you for your consideration.

Fwd: Grand Tropez Complex and Permitted Parking Plan

Subject: Grand Tropez Complex and Permitted Parking Plan
Good Afternoon,
I respectfully request you please add Grand Tropez residents to the permitted parking plan on Kansas,
Holly and California streets. I live in Grand Tropez and it would be a significant hardship if residents in
our complex are not included in this proposition. We have very limited parking in the complex and
many times I must park on the streets designated in the permitted parking lot proposal.
Thank you for your time and consideration.
Regards,
Kelly Hicks

Fwd: Opposition to Permit Parking Proposal for California, Holly, and Kansas
From: Elaine Castro <elaineicastro@gmail.com>
Date: January 18, 2022 at 2:57:50 PM PST
To: ALL ELECTED OFFICIALS <ALLELECTEDOFFICIALS@elsegundo.org>
Subject: Opposition to Permit Parking Proposal for California, Holly, and Kansas
To Whom It May Concern:
I am a long-term resident of El Segundo and live close to the proposed permit parking zone in the Grand
Tropez complex. I am opposed to the current proposal for permit parking on the streets of California,
Holly, and Kansas. The proposal excludes Grand Tropez residents who live in very close proximity to
those streets while including residents of the two other townhouse complexes (Elin Pointe and Grand
Kansas) who are similarly situated. If there is a concern that non-residents are using these streets for
business, commuter, or airport parking, then the permit parking proposal should be narrowly tailored to
address these issues. However, excluding El Segundo residents from parking on nearby residential
streets is not the solution, and will simply shift the problem to other residential streets in the
surrounding neighborhood.
Sincerely,
Elaine Castro
