12. Proposed Preferential Parking Zone 2 for Portions of California Street, Holly
Avenue, and Kansas Street
Dear City Council,
Thank you for taking the time to consider permit parking in the
Holly/Kansas/California area of town at tonight's City Council Meeting. This is a
much needed and long awaited measure that our neighborhood would benefit
from. That said, I feel that your proposed layout of where the parking permits will
be in effect, does not have the coverage that will really benefit our little area of
town.
I would like to ask that you consider an expanded area for the permits. I have
attached your proposed permit area (permit mapjpg).
I have also attached a revised request (parking permit maps - Kansasjpg). In the
revised request, you can see that I tried to put the area that you are currently
considering in green, along with a proposed area in yellow.
In addition to the already existing problem of people parking on our streets for
travel and general overflow parking from businesses in Smokey Hollow, soon we
will also have the new development which Catalyst will be bringing into our
neighborhood, as well as the Pacific Commons development. This is a lot of traffic
that will be coming to our very quiet neighborhood.
I would like to propose that permit parking actually go into effect for
Washington, Kansas and California streets, all the way from Grand to Mariposa, as
well as the Pine and Holly cross streets between California and Washington.
I would also like to ask that permit parking be in effect for two periods of time
during the day/night, such that it would best prevent all day and overnight
parking of vehicles that do not belong to local residents.
Thank you for taking this request into consideration. I would love the opportunity
to explain in more detail how this will benefit our community, if you would like to

I am unable to attend the zoom City Council meeting on Jan 18th regarding the Preferential Parking
Zone on California, Holly, and Kansas streets. Therefore, I am sending you this email to voice my/our
opinions on the matter. Thank you for taking the time to read/ listen.
I am on the Parking Committee at Grand Tropez (GT), and I'd like to give some information to you
regarding the lack of parking for our residents.
Our complex consists of 88 three bedroom units. Each unit has an attached 2 car garage. We have an
additional 44 Parking spots in our complex that are for visitors, residents, and 2 designated handicapped
spots. Despite our best efforts to have the residents use their garages for their vehicles, we still
experience a lack of parking spaces inside the complex. Most residents have more than 2 vehicles per
unit. While we have eliminated the potential for outsiders to park in our complex (vehicles must display
GT permits), it is still not enough to ensure that the residents have enough parking spots inside our
complex. Therefore, they are forced to park outside the complex on nearby streets, with many of them
using California, Holly, and Kansas streets on the North side of GT. There simply is not enough parking
inside our complex for the amount of vehicles owned by our residents, despite our complex supplying
the proper amount of required parking spaces.
The preferential resident parking on our North side should include all the residents in the area. It doesn't
seem fair to exclude any El Segundo tax paying citizen from using public streets, as long as they follow
the posted street signs (street sweeping, etc).
I do have another suggestion that would also help alleviate part of the problem, which is lack of street
parking in Smokey Hollow. On Grand Ave (1200, 1300, 1400 blocks) there is currently NO PARKING
between the hours of 4pm-6pm M-F. This seems unnecessary- why is NO PARKING allowed during this
time? The traffic on Grand during this time does not warrant for 2 lanes for those 2 hours. If parking
were allowed between 4pm and 6pm, then the residents at GT (as well as those at 1225 and 1400)
would be allowed to park on Grand Ave during the day, until the nearby businesses close in the eve.
Then they can move their vehicles to California and Oregon streets overnight.

And to expand on that, the 4am- 6am NO PARKING on Grand could be changed to a few days a week, to
allow for street sweeping. Those changes would really be a help to all the local residents, and even the
employees of the nearby businesses. I'm sure it's a pain for them to move their cars every day by 4pm-
I'm not even sure where they can park after 4pm, as Oregon and California streets near Grand Ave are
always packed. And now that more and more businesses are being allowed to open up in Smokey
Hollow, it's really creating a huge parking problem for all (residents AND employees).
I hope that some resolution can be agreed upon to make parking in Smokey Hollow and on the North
side of Grand Tropez less of a headache for the residents.
