• Residents can watch the meeting live via Spectrum Channel 3, AT&T U-Verse
Channel 99 and/or El Segundo TV at YouTube.com. Access remotely via Zoom
from a PC, Mac, iPad, iPhone, or Android device or by phone. Use URL

device of choice, click on "Join a Meeting" and enter meeting ID and PIN.
• Join by phone at 1-669-900-9128 and enter meeting ID and PIN. Your phone
number is captured by the Zoom software and is subject to the Public
Records Act. Dial *67 BEFORE dialing in to remain anonymous.
• For Public Communications, members of the public may provide comments in the
Lobby and/or Council Chamber or via Zoom. For in person comments, please fill
out a Speaker Card located in the Chamber Lobby and for Zoom comments,

considered public documents subject to possible posting on the City's Website
and are subject to disclosure under the Public Records Act.
Additional Information:
The City Council, with certain statutory exceptions, can only take action upon properly
posted and listed agenda items. Any writings or documents given to a majority of City
Council regarding any matter on this agenda that the City received after issuing the
agenda packet are available for public inspection in the City Clerk's Office during normal
business hours. Such documents may also be posted on the City's website at
www.elsegundo.org and additional copies will be available at the City Council meeting.
Unless otherwise noted in the agenda, the public can only comment on City -related
business that is within the jurisdiction of the City Council and/or items listed on the
agenda during the Public Communications portions of the Meeting. Additionally,
members of the public can comment on any Public Hearing item on the agenda during
the Public Hearing portion of such item. The time limit for comments is five (5) minutes
per person. Before speaking to the City Council, please state: your name, residence,
and organization/group you represent, if desired. Please respect the time limits.

PUBLIC COMMUNICATION — (Related to City Business Only — 5-minute limit per
person, 30-minute limit total) Individuals who have received value of $50 or more to
communicate to the City Council on behalf of another, and employees speaking on
behalf of their employer, must so identify themselves prior to addressing City Council.
Failure to do so shall be a misdemeanor and punishable by a fine of $250. While all
comments are welcome, the Brown Act does not allow City Council to take action on
any item not on the agenda. City Council and/or City Manager will respond to comments
after Public Communications is closed.

Temporary Reappointment of Planning Commissioner Jay Hoeschler
Recommendation: Temporarily reappoint Jay Hoeschler to the Planning
Commission until City Council conducts interviews and makes a final
appointment this year.

TITLE:
Temporary Reappointment of Planning Commissioner Jay Hoeschler
RECOMMENDATION:
Temporarily reappoint Jay Hoeschler to the Planning Commission until City Council
conducts interviews and makes a final appointment this year.
BACKGROUND:
The Planning Commission makes recommendations to City Council on the adoption or
amendment of the City's General Plan; performs duties with respect to land subdivisions,
planning and zoning discretionary actions as prescribed by City and State law; and
advises City Council on matters related to overall development and environment of the
City.
Section 2-1-2 of the El Segundo Municipal Code authorizes the appointment of Planning
Commission scheduled vacancies to the Mayor, with approval by the City Council.
Planning Commission members serve four-year terms.
Jay Hoeschler was originally appointed to the Planning Commission with a term
commencing on June 20, 2017, expiring June 30, 2021. Consequently, the Planning
Commission currently has four active serving members, with staggered expired terms as
follows:

DISCUSSION:
It is important that all five seats are filled to support the Planning Commission's
consideration of discretionary land use applications and conduct other Planning
Commission related business. The current vacancy, as of June 30, 2021, leaves four
active appointments.
Immediately upon discovery, staff notified Mr. Hoeschler of his expired term and vacated
seat. Mr. Hoeschler has submitted an application to City Council to serve a second term.

To maintain the full, five -member Planning Commission, staff recommends City Council
reappoint Mr. Hoeschler to the Planning Commission for a temporary term, effective
immediately. The temporary appointment would allow sufficient time for staff to publish
the availability of the Planning Commission position, schedule interviews with the City
Council, and make a final appointment for the full term.
