Communication Meetings Disclosure — City Council Meeting Agenda Item #16
The purpose of this memo is to convey that I participated in three ex parte communication meetings with the
applicant involved in this agenda item. The first discussion took place during a virtual meeting discussion in
December 2020 with representatives of Continental Development Corporation, Mar Ventures, Inc., and City
Manager Scott Mitnick. The nature of the discussion focused on the proposed development project as envisioned
at that time. The discussion included components of the Specific Plan and Development Agreement, including the
public park obligations.
The second communication involved a very brief discussion yesterday, December 6, 2021, with Continental
Development Corporation CEO and President Richard Lundquist and consultant David Herbst. The nature of our
discussion focused on the proposed development and public park obligations. A third follow-up discussion took
place with the same gentlemen earlier today, December 7, 2021 on the same topics.

Inc. President Allan Mackenzie. The nature of this discussion focused on the proposed development project and
components of the Specific Plan and Development Agreement, including the public park obligations.
The second discussion took place today, December 7, 2021, with Continental Development Corporation CEO and
President Richard Lundquist and consultant David Herbst. The nature of our discussion focused on the proposed
development and public park obligations.
