Re: Senior Citizen Services (Dial -A -Ride) and Programs (Joslyn Center)
I am asking for a few minutes of your time to read this and seriously consider the needs of El
Segundo's senior population (both those living at Park Vista and in private homes) for transportation
to and from local destinations.
I know that Metro/Micro has been referred to in previous communications from other ES departments
as a possible solution to our transportation needs. However, Metro/Micro does not take the place of
Dial -A -Ride (DAR) because it is not a door-to-door service, and it serves only a few designated
locations in our area. Most of us who need reliable, affordable transportation to points within our city
cannot get to the designated locations.
I am asking that additional efforts be made toward getting City funds allocated toward hiring drivers
and reinstating DAR to our City.
Many seniors relied upon DAR for door-to-door service to and from:
Ralphs market and the 99Cent store — for the obvious: groceries and household items
Rite Aid and Walgreens — for medications and sundry items
Medical services — for doctors, dentists, physical therapists, optometry services
Banks — Seniors that live in Park Vista need rolls of quarters for use in the laundry room
El Segundo Library — access to computers, books, newspapers, concerts and various classes and
workshops held at the library
Joslyn Center — for information, classes, movies and socialization
Many other locations including Salons for haircuts, ESMOA for programs, exhibits and classes, El
Segundo Plaza, Trader Joe's and Target — for groceries and miscellaneous items
Out of curiosity I researched the cost of Lyft and Uber. A one-way trip of no more than a mile via Lyft
can cost between $6 and $15 depending on the day, the time of day and traffic flow.
Thank you for your attention to the needs of El Segundo Seniors and for all the work that you do in
general for our City.

I'm merely a Park Vista resident, not an official anything. But
know that the vast majority of residents appreciate efforts by
City officials and personnel, and by our onsite staff, who have
tried to keep us safe from COVID. Only one or two Park Vista
residents have contracted COVID-19 and they survived.
Indirectly, we lost former resident Mary Hinsch. She left Park
Vista in early 2020, just before the pandemic lockdown, to live
in an assisted -living facility in San Pedro where she contracted
COVID-19 and died. Mary's chances would have been much
better if she had been lockdowned at Park Vista under the
thoughtful, organized care of our onsite staff and City
personnel.
Many people are frustrated about not being able to do normal
activities. But most of us can adjust and we would rather be
frustrated and alive than be in an ICU or dead.

Mayor Boyles, Mayor Pro Tern Pimentel, Council Members Pirsztuk, Nicol, and Giroux,
As the head of Costal Masters Water Polo, a club operating out of the ESAC, I wanted to write to inform you about our
club and provide you with information that, hopefully, will be useful to you as decisions are made from your seats in the
future regarding the Aquatic Center and, in the future, the Urho "Plunge.".
First, and most importantly, the leadership staff, Arecia Hester and Linnea Palmer specifically, have very difficult roles
administering the center and, with 30 years of experience in such matters, I could not imagine better leadership herein.
Managing the demands of entrenched aquatics programs, many with hundreds of athletes (and countless more
parents), can be daunting and they are handling these pressures and challenges with professionalism and class. It is not
an easy task.
The ESAC is incredibly important to our club, unlike all others, because we could not, and did not, exist prior to its
opening. The majority of pool time in Los Angeles has been scheduled since the early 90s, if not earlier, and thus, new
clubs can rarely provide new opportunities.
In our case, we, and thus El Segundo, provide and opportunity for Los Angeles' first and only adult women's water polo
club. While Southern California boasts more water polo players, and particularly women's athletes, then anywhere else
in the world, there was nowhere for women to forward themselves in their sport, and thus our community, until the
ESAC opened.
Not only does our club boast former and current Olympians, but even more importantly, we have mothers, scientists,
medical professionals, teachers, coaches, lifeguards, artists, and professionals of all types, many of who are El Segundo
residents. Our men's game is widely considered the finest open game in the country, if not the world. The families of our
athletes, old and young, attend and participate in our practices.
Again, this is only possible due to the ESAC and the City of El Segundo and I believe that we are, more than any other
club, the standard bearers of El Segundo's long legacy of aquatic excellence.
I am aware that there are present concerns about the fiscal stability of the ESAC and that these concerns end, most
often, with all of you. As such, and as complications arise, I hope you will remember us and what the City of El Segundo
has been able to provide that no one else could - an opportunity for something new and desperately needed.
Thank you for your time and service. Should you ever need greater insight or background that I can provide regarding
ESAC or the aquatics community at large, please call on me.
Finally, I welcome you all to visit our club on Saturdays from 8-11am and see some of the finest water polo in the world,
