I am writing to express the urgency to get regular, more, and better air quality
monitoring in El Segundo in light of the Hyperion spill and our obvious proximity to LAX
and Chevron. Living on West Maple at Bayonne I have been suffering from burning
tearing eyes and throat this past week. Our dogs as well have new eye
problems. These effects are distinct from the odor. The uniqueness of our town being
so closely surrounded by known polluters warrants extra monitoring to protect its
citizens.

Mr. Mayor and City Council,
Greetings and I am submitting a request to please add air monitoring to the September 7th City
Council Agenda. I am told this will be on the September 24t" agenda, but we need quicker action. I
have personally had physical symptoms for weeks which include headaches and sore throats.Our two
year old son has also had a lingering cough. Since July, we have had three COVID-19 tests due to
physical symptoms. I know I am not alone in the ongoing alignments and we need immediate local
stationary air emission monitoring. This data is critical in managing current and future health and
safety policy.
I am recommending the South Coast Air Quality Management District (SCAQMD) create a specific
rule for wastewater treatment air monitoring, similar to Rule 1180: Refinery Fenceline and Community
Air Monitoringj1 and update the Air Quality Monitoring Network Plan.
Currently, El Segundo relies on the LAX Hastings air monitoring station for data. The LAX station is at
an elevation of 37[iii] and El Segundo has an elevation between 49-335[iv]. Higher elevations tend to
have higher emitting levels of air pollution since altitude impacts combustion efficiencies [v]. The St.
Anthony station is not a part of this monitoring plan since it falls under Rule 1180 Refinery Fenceline
Air Monitoring and that station is maintained by Chevron. El Segundo does not have localized air
emission monitoring data to be used to drive policy decisions to protect residents and businesses
health and safety.
The current Air Quality Monitoring Network Plan is required to be reviewed annually per Federal
Regulations [i]. The plan generally goes out for public comment in the 2nd QRT of each calendar
year. For the sake of the health and safety of our children and our most vulnerable, we as a
community need the City of El Segundo to proactively begin working group discussions with the
AQMD to get a monitoring station added in El Segundo. According to the AQMD Facility
Information Detail (F.I.N.D.), El Segundo has 1,064 facilities that emit air emissions and of
those, 4 are a large source of NOx.[ii] For perspective, Manhattan Beach has 390 facilities that
emit air emissions and only 1 is a large source of NOx.
To be mindful of what exactly gets measured and to what extent, a yearlong pilot study is
recommended to monitor air toxic levels for sensitive receptors such as elementary schools and
daycares and compare the results to other parts of the air basin during the same timeframe. This type
of pilot study has been conducted in the past in the community of Boyle Heights after residents and
community leaders voiced concerns [vi].
All monitoring stations in the Air Quality Monitoring Network Plan have the ability to provide real-time
reporting/modeling used in the U.S. EPA's AIRNOW system, which is readily available to the general
public [vii]. It is recommended that the following criteria pollutants be monitored: CO, NO2, S02, 03
(which is a precursor to VOCs), PM10, PM2.5, and H2S[viii]. We want to understand population
exposure and we want real-time reporting/modeling. As mentioned, a year -long pilot study is the most
effective way to determine the extent needed in long-term air emission monitoring.
The urgency to get this collaboration started sooner rather than later since the rule creation process
can be an onerous task ii and since any update to the Air Quality Monitoring Network Plan must also
be approved by the California Air Resource Board (CARB) and U.S. EPA, along with a public
comment period. The residents of El Segundo expect that the industrial partners of the community will
do their part to ensure the safety of their residential neighbors.
