How Can Members of the Public Observe and Provide Public Comments?
Residents are encouraged to participate remotely in the virtual Environmental Committee
Meeting. Please contact Senior Management Analyst Jasmine Allen for connection details
(jallen(a)elsegundo.org or 310-524-2365). Members of the Public may provide comments
electronically by sending them to Jasmine Allen via email, with a limit of 150 words and
accepted up until 30 minutes prior to the meeting. The emails will be read to the
Environmental Committee during public communications and are subject to disclosure under
the Public Records Act.
Additional Information
The Environmental Committee, with certain statutory exceptions, can only take action upon
properly posted and listed agenda items. Unless otherwise noted in the Agenda, the public
can only comment on City -related business that is within the subject matter jurisdiction of the
Environmental Committee, and items listed on the Agenda during the Public
Communications portion of the meeting.

a. Aviation Blvd. Greenway Project, presented by Jessica Daugherty (attached)
5. REPORTS: PUBLIC WORKS — this portion of the agenda is for City staff to provide brief
reports to the Committee. These are "receive and file," non -action items only. Any actions
needed to be taken must be included on an upcoming agenda.

Development
b. Report on Date of Smoking Considerations Presentation to City Council
c. Shuttle and Dial -a -Ride Considerations

7. REPORTS: ENVIRONMENTAL COMMITTEE MEMBERS — this portion of the agenda is for
members to discuss various ideas and for subcommittees established by the Committee to
provide brief reports on the work being done by the subcommittee. These are "receive and
file," non -action items only. Any actions needed to be taken must be included on an
upcoming agenda.
a. City Assessment of Environmental Risks (Corrie Zupo/Tracey Miller-Zarneke):
seek understanding from City on what steps the City takes to protect
resident's health from environmental impacts from surrounding industries,
and discuss how this Committee can support these efforts
b. Community Garden Expansion Concept (Corrie Zupo/Sarah Brockhaus):
provide update on outreach to DEI & Culture Advisory Committees for
possible collaboration.
c. Green Construction (Corrie Zupo/Sarah Brockhaus): discuss how to support
solar panel expansion opportunities with new construction or ways to make
city RFP have sustainability design standards for city bid projects.
d. Smoking Considerations Presentation (Tracey Miller-Zarneke): discuss
presentation, if date known.
e. Public Education Packet Opportunities (Caroline Hawks): discuss progress.
f. Solid Waste Reduction/Elimination of Single -Use Plastics (Caroline
Hawks/Tracey Miller-Zarneke): discuss next steps.
g. Water Conservation (Rachel McPherson): discuss research progress.
8. CONSENT AGENDA: Approval of May 14, 2021 Committee Meeting Minutes (attached).

Presentation Overview
The Greenway project seeks to convert the land along the West side of
Aviation Blvd. in El Segundo, CA between Imperial Blvd and El Segundo
Blvd. into Tree -lined walking and biking path that increases accessibility
around El Segundo and beyond.

the diminished tree canopy in East El Segundo

business friendly city

Dangerous for Cyclists and Pedestrians- The Aviation corridor does not
currently have a dedicated bike lane. This stretch of road is in the South
Bay Regional Bike Plan and the LA County Regional Bike Plan and is the
ONLY North/South section of bike lanes. Unfortunately, there are NOT
any bike lanes yet along this corridor and there have been multiple
cycling deaths and injuries over the years.

MEETING MINUTES
Friday, May 1411, 2021, 12:00 p.m
1. CALL TO ORDER
The meeting was called to order at 12:10 pm, held virtually via Zoom.
2. ROLL CALL
The following Committee Members were present:
• Tracey Miller-Zarneke, Resident/Local Business, Committee Chair
• Corrie Zupo, Resident, Committee Vice -Chair
• Caroline Hawks, Resident, Member
• Sarah Brockhaus, Resident, Member
• Rachel McPherson, Resident, Member
The following City staff member(s) were present:
• Elias Sassoon, City of El Segundo, Director of Public Works
• Jesus Diaz, City of El Segundo, Admin Tech Specialist
The following member of the public was present:
• Craig Cadwallader, Surfrider Foundation
3. PUBLIC COMMUNICATIONS
4. SPECIAL PRESENTATIONS
a. Mr. Walter Siembab, and Ms. Jacki Bacharach, South Bay Cities Council of
Government (SBCCOG), went over the Power Point Presentation regarding
"Local Travel Network" and answered all questions.
5. REPORTS: Public Works
a. Director Sassoon provided an update on joining California Green Business
Network. There is still no word from CGBN and still awaiting funding.
b. Director Sassoon provided an update regarding Bee Keeping ordinance.
The ordinance was approved on May 4th by City Council and second
reading of the Ordinance is on May 181h City Council agenda.
6. ACTION ITEMS:
After a short discussion, it was decided to keep the times and dates of the
monthly committee meetings as they are.
7. REPORTS: COMMITTEE MEMBERS
a. Community Garden Expansion update: presentation of idea of collaboration
with DEI and Arts & Culture Advisory Committees will take place at those
meetings in near future by Vice -Chair Zupo.
b. Green Construction update: want to find a way to include solar panels in
future city project RFPs. Welcome conversation with Planning Department
representative.
c. Smoking Considerations Presentation: Discussed finals revisions and will
schedule to make this presentation to City Council in July.
d. Public Education Packet opportunities: No update
e. Solid Waste Reduction/Elimination of Single -Use Plastics: No update
f. Water Conservation: No update
8. CONSENT AGENDA:
Approved Minutes for April 2, 2021 meeting. Member McPherson moved to
approve; Member Hawks seconded the motion. The motion was approved
unanimously.
9. ADJOURNMENT:
Closing announcement: Next meeting will be held on June 111h, 2021 at noon.
