Delta Variant
As of August 16, 2021
• The Delta variant now accounts for nearly all the
COVID-19 strains seen among samples
sequenced in the Los Angeles County area, last
week comprising 99% of all sequenced strains.
• Unvaccinated people remain the most at
risk: Although breakthrough infections happen
much less often than infections in unvaccinated
people, individuals infected with the Delta variant,
including fully vaccinated people with
symptomatic breakthrough infections, can
transmit it to others.

Orders
8/7/21: Health Care Worker Vaccine Requirement
• All workers who provide services or work in facilities described in subdivision (a) have their first dose of a one -dose regimen or
their second dose of a two -dose regimen by September 30, 2021
Exemptions to the vaccination mandate
• The Order allows for two exemptions: (1) the worker is declining vaccination based on Religious Beliefs or (2) the worker is
excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons.
08/11/21: Vaccine Verification for Workers in Schools
• This Order, consistent with this recommendation, requires verification of vaccination status among eligible K-12 school workers,
and establishes diagnostic screening testing of unvaccinated workers to minimize the risk that they will transmit while on K-12
school campuses, where a majority of students are not vaccinated and younger students are not yet eligible for vaccines.
• This Order applies to the following facilities: public and private schools serving students in transitional kindergarten through
grade 12, inclusive, except that it does not apply to home schools. Further, it does not apply to child care or to higher education.

County and City Mandates Updates
• The Los Angeles County Board of Supervisors voted last Tuesday to look into options for
requiring residents to show proof of COVID-19 vaccination to enter certain indoor spaces. The
unanimous vote does not mandate vaccine proof but directs county officials to report back in
two weeks on possible options for implementing such a policy.
• City of Hermosa Beach City Council voted last Tuesday to direct the City Manager to develop a
draft City policy that would require City employees to be fully vaccinated against COVID-19 or
test weekly for the virus. The Council also directed the City Manager to include language that
would require all City employees — except those subject to exceptions recognized under state
or federal law — to be fully vaccinated against COVID-19 within 60 days of at least one of the
vaccines being fully approved by the Food and Drug Administration.

Tier Assignment Changes
In light of the recent, unprecedented surge in rate of increase of cases, the following changes
are effective until further notice:
• Tier assignments may occur any day of the week and may occur more than once a week
when the California Department of Public Health (CDPH) determines that the most recent
reliable data indicate that immediate action is needed to address COVID-19 transmission in a
county.
• Counties may be moved back more than one tier if CDPH determines that the data supports
more intensive intervention. Key considerations will include the rate of increase in new cases
and/or test positivity, more recent data as noted on website, public health capacity, and other
epidemiological factors.
• The most recent reliable data will be used to complete the assessment.
• In light of the extreme circumstances requiring immediate action, counties will be required to
implement any sector changes the day following the tier announcement.
• Full details on the Blueprint are available in CDPH's Blueprint for a Safer Economy framework
