SECOND AMENDMENT TO
PROFESSIONAL SERVICES AGREEMENT NO. 5360
BETWEEN THE CITY OF EL SEGUNDO AND
REVENUE & COST SPECIALISTS, LLC.
THIS SECOND AMENDMENT ("Amendment") is made and entered into this 6th day of May,
2021, by and between the CITY OF EL SEGUNDO, a general law city and municipal corporation
existing under the laws of California ("CITY"), and REVENUE & COST SPECIALISTS, LLC., a
limited liability corporation ("CONSULTANT"). The parties agree as follows:
Pursuant to Section 34 of Agreement No. 5360 ("Agreement"), the term of the
Agreement described in Amendment 1 (5360A) is extended retroactively to October 1,
2019 and expire on February 28, 2022.
2. The scope of services Section 2 (A) will be amended to add services for an Aquatics
Program Cost Study as described in the attached Exhibit `B".
3. The parties also desire to increase the total amount of the Agreement by Sixteen
thousand dollars ($16,000), so that the total, not -to -exceed amount of the Agreement is
$65,850.
4. This Amendment may be executed in any number of counterparts, each of which will be
an original, but all of which together constitutes one instrument executed on the same
date.
5. Except as modified by this Amendment, all other terms and conditions of Agreement
No. 5360 will remain the same.

IN RE: Proposal — Aquatics Program Cost Study
In response to your request, Revenue & Cost Specialists (RCS) proposes to update the costs and
revenues for the City's Aquatics program to allow the City to identify the full cost of providing
these services to the community, the resulting levels of subsidy, and the fees to meet the City's
goals.
RCS proposes to follow the following outline of the major steps and milestones in the process:
■' RCS will meet with the staff in the department to identify the specific priorities,
services, fees, and processes that will be studied in this project.
■ Based on this meeting, RCS will identify the list of Aquatics program services.
is RCS will interview department staff to identify staff time applicable to each
service.
■ RCS will calculate fringe benefit rates, building occupancy charges and overhead
rates.
■ RCS will calculate the cost of the pools so as to be able to allocate these costs to the
programs or groups that are using them. It will be this cost that will be used to
determine the cost of facility rentals.
■ RCS will prepare Revenue/Cost Sheets for each service with specific fee
recommendations and subsidy levels to be reviewed with department staff. RCS
will also prepare detail which identifies direct and indirect costs. RCS will work
with departmental staff to survey surrounding agencies/private entities with
comparable facilities to determine what they are charging are charging as well as
best practices in the profession.
■ RCS will prepare a final report with the above recommendations, summary

schedules, and explanatory text, to be presented at one public hearing.
TIMING OF SERVICES
Work would begin immediately on notification by the City. RCS proposes to complete the work
based on the following schedule:

1 Initiate interviews of staff for service times
4 Complete the collection of service usage statistics
6 Complete interviews of staff for service times and facility
allocations
8 Complete survey of comparable facilities
10 Provide service cost and revenue sheets with recommendations and
review with staff
12 Present final report

FEE FOR SERVICES
Basic Fee. The basic fee for RCS to perform the above tasks is as follows:

The above fees cover all costs except for the following additional costs which the City may incur:
insurance coverage beyond our basic general liability and workers compensation
requiring an additional premiumM,
* Public meeting attendance beyond the one identified meeting in this proposal.
RCS will submit two equal invoices plus any miscellaneous costs from the previous paragraph.
The first invoice will be submitted ten days after notice to proceed. Each invoice will be due
within 30 days of submission.
Term of Offer, These prices and the Proposal will be honored until August 31, 2021..

(1) RCS standard coverage includes workers compensation pursuant to state law, comprehensive liability
insurance with a combined single limit coverage of $1,000,000 and professional liability insurance with a
combined coverage of $2,000,000.
