• CaIOSHA guidelines are currently under additional review with expected updates to be voted on June 17th and potentially
released same day.
• Gov. Newsom stated that any new guidelines that are published on the 17th, he will sign an executive order
overriding the 10-day waiting period.
• Gov. Newsom has stated that he expects CaIOSHA guidelines to fall in line with State Health Officer Orders
established and put into effect on June 15th 2021.

• Masks are not required for fully vaccinated individuals, except in
the following settings where masks are required for everyone,
regardless of vaccination status:
• On public transport (e.g., airplanes, ships, trains, taxis) or inside
transportation hubs (e.g., airport, bus terminal, marina, subway station)
• Indoors in K-12 schools, childcare and other youth settings.
• Note: This may change as updated K-12 schools' guidance is forthcoming,
pending updates for K-12 operational guidance from the CDC.

Beyond the Blueprint Guidance Cont.
• In settings where masks are required only for unvaccinated individuals;
businesses, venue operators or hosts may choose to:
• Provide information to all patrons, guests and attendees regarding vaccination
requirements and allow vaccinated individuals to self -attest that they are in
compliance prior to entry.
• Implement vaccine verification to determine whether individuals are required to
wear a mask.
• Require all patrons to wear masks.
• Attestations -
• Active: A building can have patrons engage in a symptom screener before
entering the premise without a mask.
• Passive: A building can post signs with the rules regarding who can and cannot
enter the premise without a mask. Entering the premise without a mask through
their self -attestation.

• Exemptions:
• The following individuals are exempt from wearing masks at all times:
• Persons younger than two (2) years old. Very young children must not wear a mask
because of the risk of suffocation.
• Persons with a medical condition, mental health condition, or disability that prevents
wearing a mask. This includes persons with a medical condition for whom wearing a
mask could obstruct breathing or who are unconscious, incapacitated, or otherwise
unable to remove a mask without assistance.
• Persons who are hearing impaired, or communicating with a person who is hearing
impaired, where the ability to see the mouth is essential for communication.
• Persons for whom wearing a mask would create a risk to the person related to their
work, as determined by local, state, or federal regulators or workplace safety
guidelines.

Updates
• The City of El Segundo AHIMT is currently operating the 110t"
Operational Period for the COVI D-19 Pandemic Incident
• Successfully conducted 18 vaccinations clinics
• Facilitated 2,606 vaccines to date (first and second dose)
• FEMA Representative visit to occur next week to discuss the
Supplemental Response Team.

Blueprint for a Safer Economy Tier System
• Effective 1 /25/2021 all counties in California were returned to
the color -coded tier system, LA County is in the purple, most
restrictive, tier
• Counties are placed in their respective based on three metrics which
are updated weekly and available on Tuesdays
• Adjusted case rate
• Test positivity rate
• Health Equity metric
• Counties progress through the tiers when they meet certain criteria:
• A county must be in their current tier for a minimum of three (3) weeks
• A county must meet the criteria for the less restrictive tier for the prior two (2)
consecutive weeks
• Counties must meet the health equity metric criteria

Tier Assignment Changes
In light of the recent, unprecedented surge in rate of increase of cases, the following changes
are effective until further notice:
• Tier assignments may occur any day of the week and may occur more than once a week
when the California Department of Public Health (CDPH) determines that the most recent
reliable data indicate that immediate action is needed to address COVID-19 transmission in a
county.
• Counties may be moved back more than one tier if CDPH determines that the data supports
more intensive intervention. Key considerations will include the rate of increase in new cases
and/or test positivity, more recent data as noted on website, public health capacity, and other
epidemiological factors.
• The most recent reliable data will be used to complete the assessment.
• In light of the extreme circumstances requiring immediate action, counties will be required to
implement any sector changes the day following the tier announcement.
