SECOND AMENDMENT TO
AGREEMENT NO. 5953 BETWEEN
THE CITY OF EL SEGUNDO AND
JIMMY PETE dba POWER OF CHOICE CONSULTANTS
THIS SECOND AMENDMENT ("Amendment") is made and entered into this 151" day of June
2021, by and between the CITY OF EL SEGUNDO, a general law city and municipal corporation
existing under the laws of California ("CITY"), and POWER OF CHOICE CONSULTANTS
("CONSULTANT").
1. Pursuant to Section 34 of Agreement No. 5953 (Agreement), the term of the Agreement
described in first Amendment 5953A is extended from June 30, 2021 and expire on June 30,
2022.
2. The scope of services Section2(A) will be amended per attached Exhibit "A".
3. The parties also desire to increase the total amount of the Agreement by Sixteen thousand
dollars ($16,000), so that the total, not -to -exceed amount is $26,000.
4. This Amendment may be executed in any number or counterparts, each of which will be an
original, but all of which together constitutes one instrument executed on the same date.
5. Except as modified by this Amendment, all other terms and conditions of Agreement No. 5953
remain the same.

1. Implementation of Action Items: Guide the DEI Committee to implement the following
action items approved at the May 18, 2021 City Council Meeting.
a. Design and implement surveys to serve as a baseline and help prioritize and inform DEI's
efforts. This would be surveys of the community, ESPD personnel, City employees and
local businesses. The DEI Committee will also partner with local schools and community
organizations to gather data and information.
b. Implement a contact form and email address for community members to contact the
DEI Committee. This form and email address are intended to provide the community
opportunities to voice their concerns, share their experiences and connect/engage with
the DEI committee without having to file a formal complaint, take legal action, or
contact DEI members through other means (such as social media).
c. Review ESPD policies, protocols, data, and budget, particularly as part of the Community
Police Academy.
d. Review City of El Segundo policies and strategic plans/initiatives as it relates to HR
policies, practices, training, diversity and employee culture building.
e. Establish an online "hub" on the City's website to house the online contact form,
diversity calendar, surveys, tools, trainings, event info and other information about DEI.
f. Distribute a regular newsletter and share updates and information through the Herald,
El Segundo Scene, farmers markets and other communications entities in town.
g. Host community dialogue opportunities with the City, ESPD, schools, local businesses
and others. This includes focus groups, Q&A sessions, town hall meetings, panel
discussions, teach -ins, trainings and other community events.
2. DEI Facilitation Best Practices
a. Establishing measurable outcomes
b. Projects, Events, Community Connections
c. Coaching/phone consultation {2 hours/ month ... bonus, at no cost} Offered to all DEI
leads at resolving conflict, dealing with confusion, and developing capacity to work in
the field of DEI.
d. Mini workshops and skill building which includes:
i. Skills of Group Facilitation
ii. Facilitation of Team Meetings
iii. Courageous Conversations (organizational culture review)
iv. Attitudinal Healing/ Non -Violent Communication

3. Leadership Team Preparation: ongoing mentorship service, guidance and support for City
Manager, Deputy City Manager and City DEI Committee liaisons.
a. Introductory presentation on historical context; and the framing of DEI work.
b. Discussion on changing environment/changing vision.
c. Coaching: language, concepts, philosophical intent of DEI work.
4. Training for DEI Committee Members
a. Unconscious Bias Sessions 3 and 4 [July/August]
b. Gender Equity [September/October 2021]
c. The Quiet War on Poor People [January/February]
Consultant rate: $150/hour
