ESMC SECTION 15-1-6
FLOOR AREA (NET): The total horizontal area of all floors, stories or levels, as measured to
the interior of a building's perimeter walls. Unless _specified _in individual zoning district-, space
devoted to the following shall not be included when determining the total net floor area within a
building or structure:
A. Elevator shafts.
B. Stairwells and stairway enclosures.
C. Courts or atriums.
D. Rooms exclusively holding building operating equipment.
E. Parking spaces and parking structures
F. That portion of any structure that is devoted exclusively to parking_
G. Restrooms in common areas of nonresidential buildings..

20. Prior to the final of any permits or the issuance of any certificate of occupancy, the applicant shall
prepare and implement a Project -specific TDM program that will reduce the Project's daily trips by
300. The TDM program shall be submitted to the Development Services Director for review and
approval. TDM measures shall be taken from the following list; however, alternative means and
methods may be considered by the Development Services Director provided the applicant
provides sufficient evidence that the alternative means and methods will achieve the 300 daily trip
reduction.
21. The property owner shall submit an annual report to show compliance with and the effectiveness
of the TDM program. Should the program fail to achieve the 300 daily trip reduction, it shall be
modified with new measures implemented.
