City Hall
Asbestos Surveys (Project A above)
The surveys for asbestos -containing materials (ACM) will be performed in accordance
with Cal/OSHA guidelines, which meet the requirements of Rule 1403 of the South Coast
Air Quality Management District. The surveys will be performed under the supervision of
a Cal/OSHA Certified Asbestos Consultant.
The asbestos samples will be analyzed by a third -party, independent laboratory using
Polarized Light Microscopy with Dispersion Staining (PLM/DS) in accordance with the
Environmental Protection Agency (EPA), "Method for the Determination of Asbestos in
Bulk Building Materials" (EPA 600/R-93-116). Percentage estimates of each material
component are based on the analyst's best judgment following examination with a
stereoscope and PLM/DS analysis.
Lead Surveys (Project A above)
Bulk samples will be collected of suspect lead -containing materials in accordance with
the Cal/OSHA requirements of 8 CCR 1532.1, in order to evaluate potential worker
exposure to lead -containing materials.
The samples will be collected by scraping approximately one gram of paint onto a
moistened surface, in accordance with the guidelines found in the Department of Housing
and Urban Development's (HUD) "Guidelines for the Evaluation and Control of Lead -
Based Paint Hazards in Housing". Samples of ceramic tile will be collected by chipping
off small areas of material.
The samples will be analyzed by a third -party, independent laboratory using Flame
Atomic Absorption Spectroscopy in accordance with EPA Method SW846-7420. The
surveys will be performed under the supervision of a CDPH Certified Lead
Inspector/Assessor.
Report (Projects A above)
The reports will include laboratory analytical data, estimated quantities and condition
assessments of asbestos -containing materials, and recommendations for future actions.

Please note the surveys will be limited to accessible areas. Please advise if access to the
ceiling or other areas may require special equipment (e.g., lifts or ladders). The surveys will
be limited to visible and accessible materials as designated by the client.
The reports will be based upon conditions and practices observed at the property and
information made available to gja at the time of the site visit. gja's assessment of the risk
of exposure to asbestos and lead will follow generally accepted protocols and will be
based on conditions at the time of the survey.
The reports will not propose to identify all hazards or unsafe practices, or to indicate that
other hazards or unsafe practices do not exist at the premises. Additional suspect but un-
sampled materials could be located between walls, in voids, or in other inaccessible areas.
The reports will be prepared for the sole use of the City of El Segundo, the only intended
beneficiary of our work. gja understands that our services to the City of El Segundo are
to be held in strict confidence.
Industrial Hygiene Services & Air Monitoring (Project B above)
gja will be on -site during the work, monitoring the contractor's work, visually approving
the completion of the removal job prior to final clearance. Contractor paperwork,
required postings, respiratory protection and worker health and safety will be reviewed
by gja. gja will communicate with the client and the contractor in regard to job progress,
changes in scheduling and the scope of work.
During the window removal, gja will collect air samples in and around the work area.
They will be analyzed by Phase Contrast Microscopy (PCM) on -site by a gja
microscopist who is certified in NIOSH 582.
gja will prepare a closeout report at the conclusion of the project.

the three surveys may be completed in one day, the Onsite/Report fee would be
$2,500 instead of the $3,600 (three sites x $1,200/site) above. This could create
a savings of $1,100. If the surveys are done on separate days, the above -
referenced fees will apply.
Alternate Total Estimated Cost Sites 8-10 - 1 day
$3,665
*Note: The number of samples will be determined onsite. Billing will reflect only
the analyzed samples. Laboratory analyses of each homogeneous asbestos material will
be performed either until the first positive result is obtained, or, until all results of that
material prove negative. Samples containing three or more layers will be $45/sample.
Rush analytical turnaround is available for 2x the above pricing.
