Restaurant Closure Order Information
• On November 25, 2020 the County of Los Angeles issued
revised
to only offer food and beverage via takeout drive thru
or delivery. Wineries and breweries may continue retail sales
operations.
• These limitations are effective November 25 — December 17,
2020

LA Health Department Reasoning
• Cited CDC study on COVID-19, dated September 11, 2020
• Community and close contact exposures contribute to the spread of
COVID-19.
• Findings from a case -control investigation of symptomatic outpatients
from 11 U.S. health care facilities found that close contact with persons
with known COVID-19 or going to locations that offer on-site eating and
drinking options were associated with COVID-19 positivity. Adults with
COVID-19 were approximately twice as likely to have reported dining at
a restaurant than were those that did not present with COVID-19.

Health Department Reasoning Continued
Implications
• Eating and drinking on-site at locations that offer such options
might be important risk factors associated with COVI D infection.
Efforts to reduce possible exposures where mask use and
social distancing are difficult to maintain, such as when eating
and drinking, should be considered to protect customers,
employees, and communities.

Limitations of the Study
• Did not include concurrent activities where other possible exposures
could have occurred.
• Did not distinguish between indoor and outdoor options.
• Did not distinguish between venues or service delivery methods.
• Adults in study were from 11 participating health care facilities and not
representative of US population.
• Participants were aware of their test results, which could have
influenced their responses to questions about community exposures
and close contacts.

CDC COVID-19 Vaccination Information
• 40 million doses of vaccine will be available next 2 — 3 weeks.
• 20 million people because vaccines require two shots.
• It will take several months or more to provide for entire population.
• Vaccines are presenting with 10-15% having noticeable side effects.
• 20 Million health-care workers / 3 Million long-term care facility
residents are priority

Tier Assignment Changes
In light of the recent, unprecedented surge in rate of increase of cases, the following changes
are effective until further notice:
• Tier assignments may occur any day of the week and may occur more than once a week
when the California Department of Public Health (CDPH) determines that the most recent
reliable data indicate that immediate action is needed to address COVID-19 transmission in a
county.
• Counties may be moved back more than one tier if CDPH determines that the data supports
more intensive intervention. Key considerations will include the rate of increase in new cases
and/or test positivity, more recent data as noted on website, public health capacity, and other
epidemiological factors.
• The most recent reliable data will be used to complete the assessment.
• In light of the extreme circumstances requiring immediate action, counties will be required to
implement any sector changes the day following the tier announcement.
