FIRST AMENDMENT TO
AGREEMENT NO. 5861 BETWEEN
THE CITY OF EL SEGUNDO AND
RIESTER PACIFIC, INC.
(FOR COVID-19 EMERGENCY RESPONSE SERVICES)
THIS FIRST AMENDMENT ("Amendment") is made and entered into this 1 st day of April
2020, by and between the CITY OF EL SEGUNDO, a general law city and municipal
corporation existing under the laws of California ("CITY"), and RIESTER PACIFIC, INC.
("CONTRACTOR"). The parties agree as follows:
A. In February 2020, the CITY retained CONTRACTOR to provide strategies and
content executions as well as media plans that will focus on generating business and
economic growth. CITY and CONTRACTOR have developed a good working
relationship and CONTRACTOR has a good understanding and familiarity with
CITY's operations.
B. On March 4, 2020, Governor Newsom proclaimed a statewide emergency because of
COVID-19; on March 11, 2020, the World Health Organization declared COVID-19
to be a pandemic; on March 13, 2020, the President declared a National Emergency;
on March 16, 2020, the City of El Segundo declared a local emergency (ratified by
the El Segundo City Council on March 17, 2020).
C. The CITY desires to retain CONTRACTOR to provide additional services related
solely to the CITY's response to the COVID-19 emergency. In particular, the CITY
desires CONTRACTOR to provide communications support to assist local businesses
affected by the global COVID-19 pandemic, and to assist the CITY's business
community's economic recovery. CONTRACTOR has provided the attached
proposal, Exhibit ."C," with rates comparable to those in the CITY's existing
agreement with CONTRACTOR.

NOW, THEREFORE, the parties agree as follows:
1. Pursuant to Section 19 of Agreement No. 5861 ("the Agreement"),
a. Section 1(A) and (C) are amended to include additional scope of services as set
forth in attached Exhibit C to this Amendment which is incorporated by reference.
b. Section 7 of the Agreement is amended to extend the term of this Agreement to
expire on December 31, 2020.
c. The CITY agrees to pay CONTRACTOR a total, not to exceed amount of
$50,000.00 related to the COVID-19 emergency response services as described in
Exhibit C, at the rates specified in the attached Exhibit C.

2. This Amendment may be executed in any number or counterparts, each of which will
be an original, but all of which together constitutes one instrument executed on the
same date.
3. Except as modified by this Amendment, all other terms and conditions of Agreement
No. 5861 remain the same.

PROJECT OBJECTIVE
The City of EI Segundo is seeking communications support to assist local businesses
affected by the global COVID-19 pandemic. This proposal is in response to the City's desire
to amend RIESTER's existing contract to perform tourism, hospitality and economic development
marketing, to include efforts toward assisting the EI Segundo business community's economic
recovery. This Quote covers three months, starting April 1, 2020 and ending June 30, 2020.
DELIVERABLES
RIESTER will work with the City of EI Segundo to produce the following deliverables:
SCOPE 1 - EI Segundo Small Business Roundtable
1. Develop content and infrastructure for four (4) regularly -occurring virtual roundtable
discussion. EI Segundo business owners and groups will share information and resources
related to pandemic recovery.
a. Create an alliance of individuals and organizations (City suggested Chris Cagle of
Southbay Workforce Investment Board, representatives of the Southbay Small
Business Development Center) to discuss resources and tactics for dealing with
the crisis.
b. Recruit members of the business community to participate, focusing on small
businesses (1-150 employees) but with representatives of EI Segundo's large
enterprises as well.
c. Manage input from members/attendees to set a relevant agenda for group
discussion.

d. Host 30 -minute roundtable discussions with 3-4 participants via videoconference.
Roundtables occur twice monthly. RIESTER will make this content available both
via livestream and as downloadable videos/podcasts for review.
e. RIESTER will create/assist in developing a graphic format for the video content,
and connect it to a landing page on the City of EI Segundo's website where it will
be housed and distributed.

SCOPE 2 - Real Stories of the Recovery
1. Identify and recruit four (4) business owners from the community for videos which will
share their experiences during the pandemic recovery, providing insights on how they are
navigating business challenges, full or partial closures, and available recovery programs
and resources. These could be in the format of Zoom interviews, 3-5 minutes, edited and
packaged for social media distribution. They would take advantage of the format all major
broadcast and entertainment outlets are using to share information and ideas. RIESTER
will provide content ideas for approval and then create two short video stories per month.
a. RIESTER will work with EI Segundo communications staff and leadership to
determine a storytelling approach and story idea list for the series. Example story
ideas might include:
o How to apply for federal small business loans
o Employment assistance explained
o How businesses are serving the community
o Examples from business owners doing it right
b. Once the story list is created, timing and other variables will be considered as we

create a calendar for production and publication. We will emphasize flexibility, as
stories and conditions may change without notice, impacting editorial plans.
c. RIESTER will work with EI Segundo to find and schedule the right members of the
business community to tell these stories. RIESTER will pursue several story ideas
simultaneously once they are approved, to ensure a regular flow of content, since
schedules and availability may take longer for some guests than others. Our
experience as former television news assignment editors reminds us we need a
lot of lines in the water to ensure we don't miss our weekly video commitment.
d. RIESTER will determine the best way to capture interview subject comments on
video. RIESTER will write video/interview scripts as needed, and submit them for
client approval prior to recording and editing.
e. RIESTER will assist video subjects in the process of capturing their interviews on
video, as well as any necessary B -Roll. We also will help them submit/stream their
video to us for editing/production.
f. RIESTER will edit the videos to an ideal length for consumption and create a
graphic treatment for the videos to ensure they connect with overall messaging.
This will include standard titles for soundbites and other branding marks to
connect all content under a campaign umbrella.
g. Final edited videos will be submitted to the client for approval and final tweaks.
Once each video is approved for publication, RIESTER will provide the file to the
client for posting online.
