Hi Scott. I am saddened to see that we have had two deaths (both female), one from a suicide and one
from a drug overdose in the last couple of days. Mental health concerns are at an all time high and with
the announcement on Friday that schools cannot open I am concerned that the number of suicides will
escalate. What can we do as a city to give people information or access to a life line? I know we are
enhancing our communication on mask wearing, can we do the same for suicide hotlines. Let me know
how I can help in anyway. Thanks

I hope this email finds you well.
Unfortunately, we do not know how many active cases are in El Segundo because L.A. County does not provide
that specific information. Our Incident Management Team developed a methodology to arrive at an "adjusted"
case count, which is our estimate based on the assumption that most cases resolve themselves within 14
days. Our Incident Management Team takes the days current cumulative number for El Segundo and subtracts
it from the cumulative number 14 days before to get the "adjusted" number. It is merely an estimate, as we both
know some cases continue beyond the 14 days.
We report the adjusted cases daily on Facebook followed by ** with this explanation:
**The Centers for Disease Control recommends a 14 -day quarantine once a patient tests positive and then
recommends a follow-up test to validate that the patient doesn't have an active virus. It has been determined
that a majority of cases resolve within the 14 -day period, however, some patients remain symptomatic beyond
the 14 -day period.

I contacted Drew Boyles with some questions regarding current covid cases and he recommended that I contact you
directly.
How are we tracking how many current covid cases we have in EI Segundo? Are they previously infected people
retesting negative? From what organization do we receive that information? I see the numbers going up and down and
I'm pretty sure we are getting our total count from the CDC but how do we know when people are well again?

Subject: Suggested Face Coverings Compliance Approach -- July 17, 2020
City Council —
See below for a sample of the calls/emails/requests each of you, and City staff, continue to receive from
residents on the subject of "lack of use of face coverings in public."
At this time, staff recommends continuing with a more extensive "educate, inform, and notify approach" which
is aimed at getting our residents to voluntarily follow the County Health Officer Order. Given how sensitive and
emotional this issue has become, staff feels that the best approach is to encourage residents to voluntarily
comply and to make it easier to do so, versus forced compliance via issuing a citation and fine (no matter how
high or low the dollar amount).
With this goal in mind, staff is working on the following
Production of more educational signage to promote wearing face coverings which will be displayed
throughout the community
■ Distribution of more handouts to promote wearing face coverings... including using part-time staff to
physically walk ip business districts, parks, etc. to distribute to residents and visitors
8 Distribution of free face coverings to those who are not wearing any... to be done by part-time staff (and
maybe by volunteers, if allowed).
Other methods... use of ESTV, enhanced social media messaging, City website, etc.
This approach has been successfully deployed at our Park Vista Senior Housing property, and it continues to
work well. It is a great example of working with residents to get them to better understand the fear and anxiety
from COVID-19 without having to take a more heavy-handed enforcement stance. Staff really believes that our
community will appreciate this approach. If it doesn't achieve the desired outcome, we can shift gears and
consider emulating the more aggressive models being used in other cities.
As a reminder, both the State of California and LA County have issued emergency orders making it mandatory
(generally speaking) for everyone to wear a face covering when out in the public (as specified in the
orders). Official enforcement is generally left to the local county and city government authorities.
As a misdemeanor, the fine for not wearing a face covering in public (as required by the orders) is up to
$1,000. To lower the fine locally, the local jurisdiction would have to adopt or revise its local fee
structure. This appears to be what the City of Manhattan Beach, West Hollywood, and a few other cities have
done. It appears that Manhattan Beach set the fine at $100.
With respect to which local government employee enforces the face covering requirement, this may be done
by a Police Officer, City Code Compliance Officer, or a Contract Code Compliance Officer. To use non -sworn
personnel to issue citations, the City would have to adopt is own face covering ordinance/law.
Manhattan Beach has entered into a contract with a private company to use contract code compliance officers
to do the enforcement, and presumably adopted its own local face covering ordinance. Manhattan Beach City
Manager reports that this city's Police Officers are not being deployed at this time to issue face covering
citations.

Subject: Safety for EL Segundo Residents
Good morning,
I am a resident of EI Segundo and am concerned about the increased number of COVID-19 cases in our
community along with the lack of the public wearing face coverings when in public. As you know, Manhattan
Beach is taking this very seriously and implemented an ordinance making face coverings mandatory when in
public and imposing fines if this safety practice is not followed. Safety is a priority for all of EI Segundo
residents and I would like to know what are you planning to implement in order to improve our safety when out
in public?

EI Segundo Skate Park Update
City Council —
While Rec & Park staff are ready to re -open the EI Segundo Skate Park, and comply with the County social distancing
requirements, staff has decided to hold off for a few days to assess the situation with the rising COVID-19
numbers. Restricted access to the Aquatics Center pool, tennis courts, pickle ball courts, etc. will remain in place.
Staff will discuss a possible re -opening at next Tuesday's E -Team meeting. Stay tuned for more info after that meeting.
