Background
2018: FCC Ruling clears way for 5G technology.
5G = 5th Generation of wireless technology
100 x faster than 4G,
bandwidth to handle IoT & autonomous vehicles,
& virtually eliminate lag.
Ruling creates very short times for cities to approve certain wireless applications.
5G requires much smaller antennas on shorter poles, but many more.
Wireless carriers are developing new sites in public right-of-way.
Considerations
Existing City wireless regulations cannot process applications fast enough.
New sites are in the right-of-way, so regulations should be in ESMC Title 9.
For one type of facility, in particular, the rules change frequently, so special regulations
should be adopted by resolution to allow faster response to changes.
We should
do our utmost to
ensure
least visually
intrusive
facilities
go
in most sensitive
areas while
not creating any
real
or
perceived obstacles
to
developing
5G networks.

1. All antennas must be completely concealed within an opaque antenna canister or radome a_
made to look as if they are integrated with the pole. For pole -top antennas, the shroud shall
not exceed one and half-times the median pole diameter and must taper down to the pole. For
side-arm antennas, any cables, jumpers, wires or other connectors between the vertical riser and
the antenna should be concealed in conduit, painted to match the arm, or otherwise hidden to the
satisfaction of the Director.

3. Side -mounted antennas, where permitted, shall not project; (A) more than 18 inches from the support
structure; (B) over any roadway for vehicular travel; or (C) over any abutting private property. If
applicable laws or the pole owner's or requlatory body's policies or practices require a side -
mounted antenna to project more than 18 inches from the support structure, the projection shall be
no greater than required for compliance with such laws.
