bases, provided the property owner resides on site).

Chief Donovan, gave an update on COVID-19 and how the City is handling the
pandemic and what the Health Departments new orders will mean for the City and it's

position the City as the Business Friendly City it is. Congratulated all those
on the AHIMT and the IT department on all they have done during the
COVID-19 pandemic. Congratulated Lance, Carol, Matthew and Tracy on
their election. Congratulated the City Clerk's office on a well-run
election with the new voting system. He received quite a few positive
comments regarding the new system. Mentioned there are no patients
currently at Dockweiler Beach and is taking that a good sign.

BACKGROUND AND DISCUSSION:
The City and El Segundo Firefighters' Association (FFA) having met and conferred, in April 2020,
regarding the Fire Paramedic and Fire Captain promotional examinations, have agreed to submit
the following Fire Paramedic and Fire Captain exam plan for consideration and adoption by City
Council.
As a preliminary matter, per the City's Municipal Code, Title 1, Chapter 6, Section 9, the City
Manager or Personnel Officer shall:

D. "Recommend Examination Plan: The Personnel Officer shall review and recommend to
the City Manager, who in turn shall recommend to the City Council, an appropriate
examination plan and weights for each portion of the examination. For departments other
than the Police and Fire Departments, the plan may consist of any one or combination of
the following techniques"
The Code also states the following:
E. "Police And Fire Departments: The examination plan, for entrance or promotional, for the
Police and Fire Departments shall consist of a written examination and one or more of the
following:
1. Oral;
2. Demonstration;
3. Any evaluation of education certification, experience, or skills or any test of manual
skills or physical fitness which fairly evaluates the relative capacities of the applicant.
(Ord. 586, 4-10-1962; amd. 2000 Code)"
The revised examination plan will continue to include each category of examination listed above,
but will be modified as follows:
1. Fire Paramedic (Closed -Promotional /Open -Competitive)
Written Test weighted 20%
Candidates must achieve a minimum raw score of 70% or higher on the Written Test in
order to continue in the examination process.
Structured Technical Interview weighted 80%
Candidates must achieve a minimum raw score of 70% or higher on the Structure Technical
Interview in order to continue in the examination process.
Overall Score and Eligibility List: Combining scores from all portions of the examination,
a candidate must achieve a final overall raw score of 70% or higher in order to receive a
final weighted score, and be placed on to the final eligibility list.

planning. This clarification further enables the City to meet its strategic objective of hiring for the
future, with a workforce that is inspired, world-class and engaged, demonstrating increasing
stability and innovation.
Staff recommends approval of the attached Resolution outlining the City's Fire Paramedic and
Fire Captain Promotional Exam plan.

BACKGROUND AND DISCUSSION:
When a local or state emergency is declared, the City's municipal code provides for the carrying
out of plans for the protection of persons and property within the City. In such emergency, the
City Manager serves as the Director of Emergency Services ("Director"). The Director is
empowered to, among other things, make and issue rules and regulations on matters reasonably
related to the protection of life and property, provided, however, that the City Council ratify such
actions (ESMC §§ 2-2-5, 1-7-9).
On March 17, 2020, the City Council adopted Resolution No. 5207 confirming the existence of a
local emergency based on the COVID-19 Pandemic. On March 16, 2020, the Director issued
Administrative Order No. 1, which was ratified by the City Council on March 17, 2020. On March
19, 2020, the Director issued Administrative Order No. 2, which was ratified by the City Council
on April 14, 2020.
Both administrative orders had expiration dates, so the administrative orders have been revised to
extend the order until the emergency is terminated. On April 15, 2020, the Director revised and
re -issued both Administrative Order No. 1 and Administrative Order No. 2 and requests the City
Council ratify these decisions and that such ratification be recorded in the meeting minutes.

AGENDA DESCRIPTION: Zone Text Amendment creating a pilot program to allow and
regulate Short -Term Rentals in the City's residential zoning districts through a Short-term Rental
Permit process.
ENVIRONMENTAL DETERMINATION: The proposed project is categorically exempt from
the requirements of the California Environmental Quality Act (CEQA) pursuant to Class 1
(Existing Facilities) (14 Cal. Code Regs. § 15301), because it would "result in a negligible
expansion of an existing use," as the amendment consists of establishing regulations and
procedures for renting existing residential units on a short-term bases, provided the property owner
resides on-site.

Rental Permit process. After deliberation, City Council directed staff to modify the draft ordinance
and return with an ordinance allowing home sharing only. Staff is working on said ordinance and
recommends City Council continue the item to the June 2, 2020, City Council meeting to provide
staff adequate time to prepare an ordinance that is clear of all language not relevant to home share
only provisions.

RECOMMENDED COUNCIL ACTION:
1. Approve budget calendar establishing study sessions and public hearing dates for
Fiscal Year 2020-21 Operating Budget, Capital Improvement Program Budget, and
User Fees.
2. Give direction to staff to change the fiscal year from the current cycle of October 1 —
September 30 to October 1, 2020 — June 30, 2020 (nine-month cycle) and then July 1—
June 30 for all subsequent budget years.

FISCAL IMPACT:
No additional funding requested. The annual budget process requires significant staff
time and effort, which is included in the Adopted FY 2019-20 General Fund Budget. The
budget calendar is the first step in developing an adopted budget on schedule.

BACKGROUND AND DISCUSSION:
On September 17, 2019, City Council adopted a balanced Operating and Capital Improvement
Program (CIP) Budget for FY 2019-20. Currently, each fiscal year runs from October 1 through
September 30. In preparation for FY 2020-21, at prior direction from City Council, Staff is
recommending a change to the fiscal year to July 1 through June 30. In order to achieve this, FY
2020-21 budget would need to be from October 1, 2020 through June 30, 2021. This would
produce a nine-month budget for FY 2020-21. Subsequent fiscal years would be twelve-month

budget cycles from July 1 through June 30. FY 2021-22 would be the first twelve-month budget
in the July 1 through June 30 timeframe. The July 1 through June 30 budget cycle aligns with
the State of California's budget, as well as a vast majority of municipalities in California.
Changing the budget cycle will also result in administrative efficiencies in accounting and
auditing operations.
Attached is the proposed FY 2020-21 budget calendar. The budget calendar is the planning
document for the development of the operating and capital improvement budgets.
Documentation of a budget calendar assists departments in preparing for the five-month process
of budget development.
Staff recommends City Council change the current fiscal year from October 1 through
September 30 to July 1 through June 30, authorize the FY 2020-21 budget to be a nine-month
budget, and approve the attached proposed budget calendar.
