3. Waive second reading and adopt Ordinance No. 1613 for proposed text
amendments related to accessory dwelling units in all residential zones.
(This action is statutorily exempt from further environmental review under
the California Environmental Quality Act (California Public Resources
Code §§ 21000, et seq., "CEQA") and CEQA Guidelines (14 California
Code of Regulations §§ 15000, et seq.), because it involves the adoption
of an ordinance regarding accessory dwelling units in a single-family or
multifamily residential zone to implement the provisions of Sections
65852.1 and 65852.2 of the Government Code as set forth in Section
21080.17 of the Public Resources Code, pursuant to CEQA Guidelines §
15282(h)).

C. PUBLIC HEARINGS
4. Introduction of an Ordinance for Zone Text Amendment creating a pilot
program to allow and regulate Short -Term Rentals in the City's residential
zoning districts through a Short-term Rental Permit process.
(The proposed project is categorically exempt from the requirements of
the California Environmental Quality Act (CEQA) pursuant to Class 6
(Information Collection) (14 Cal. Code Regs. § 15306), because it involves
creating a regulatory process for a use in the Residential zoning districts
for a limited time).
(Fiscal Impact: None)
Mayor Boyles stated this was the time and place to conduct a Public Hearing regarding
a Zone Text Amendment creating a pilot program to allow and regulate Short -Term
Rentals in the City's residential zoning districts through a Short-term Rental Permit
process.
City Clerk Weaver stated that proper notice had been given in a timely manner and that
written communication had been received in the City Clerk's office.
Sam Lee, Planning, Building and Safety Director and Gregg McClain, Planning
Manager, gave a presentation and answered questions on the item.
* Sam Lee, Planning, Building Safety Director, stated the draft ordinance was
revised prior to the meeting. The redlined ordinance can be found on the website
under the 2-4-2020 Agenda.
Public Comments:
Jeff Schuh, resident, not in favor of Short -Term Rentals (STR's) and asked questions
for clarification regarding the rules and regulations.

Ilene Lader, non-resident, in favor of STR's, rents a STR while visiting family in town for
3 months at a time and patronizes EI Segundo's businesses and restaurants.
Carrie Becks, resident and Airbnb owner, in favor of STR's and suggested limiting the
number of permits issued.
Leila Schuh, resident, not in favor of STR's, asked about outreach to residents and
would like the residents to decide if Airbnb's should be allowed.
Gary Schmunk, resident, not in favor of STR's and would like to see this item on a
ballot.
Gregg McClain, Planning Manager and Mark Hensley, City Attorney, answered and
clarified Council questions.
Council Discussion
Council asked for revisions in the Ordinance, the revisions were stated by the City
Attorney and were read into the Ordinance.

a) No more than 12 renters and/or guests will be on the premise at one time.
b) The Chapter shall remain in effect until the earlier of this Ordinance being
rescinded, or until December 31, 2021. (Section 4-15-14)

Councilmember Pimentel — Passed
Councilmember Nicol — Attended a Round Table with Congressman Ted Lieu
regarding the upcoming Consensus. Council Member Nicol encouraged all to
participate in the consensus, as our City receives funds accordingly.
Mayor Pro Tem Pirsztuk — Reiterated to the community the need to participate in
the upcoming Consensus.
Mayor Boyles — Attended a Ride -Along with Officer Lemus and Nicole Watson,
the City's mental health professional and congratulated the department on a
great program with regards to our homelessness. Mayor also mentioned he
would be attending the COG'S Sacramento Lobbying visit in March.
